تــغير مفـــهوم القــــوة فــــي العلاقـــات الدولية وأثــره على الســـــياســــة الــخارجيــــــة الامـــــريكــية {2020-2001}

Abstract

المستخلص تناول البحث"أثــر تغير مفهوم القوة في العلاقات الدولية علي السياسات الخارجية للولايـــات المتحــــدة الامريكية {2020-2001}"تمثلت مشكلة البحث في معرفة الى اي مدى لعبت القوة دور في المتغيرات والتحولات الاقليمية والدولية ومدى تأثيرها في خلق التوزان في النظام الدولي,هدف البحث إلى التعرف على مدى أهمية القوة في تحقيق التوزان الدولي وتسليط الضوء علي قوة الولايات المتحدة الامريكية وتأثيرها علي بنية النظام الدولي،أستند البحث فرضية ان تحول مفهوم القوة الصلبة الي قوة الناعمة ,ومن ثم الي قوة الكترونية علي بنية النظام الدولي ،وقد استخدمت الولايات المتحدة الامريكية كل اشكال القوة من أجل الحفاظ علي مكانتها ووضعها في النظام الدولي.وتم استخدم المنهج التاريخي والوصفي التحليلي ومنهج دراسة الحالة , أهم النتائج التي توصل إليها البحث ان الولايات المتحدة الامريكية امتلكت اشكال القوة وتدرجت في أستخدامها,ان القوة العسكرية لاتعتبر الآن مؤشر لقوة الدولة ولكن ايضا لا يمكن الاستغناء عنها في حقل العلاقات الدولية,استخدمت امريكا القوة الصلبة واتجهت الى استخدام وتوظيف القوة الناعمة لتحسين الصورة الذهنية عنها بعد الدمار وعدم الاستقرار الذي حدث في العراق وافغانستان ,والآن اصبحث توظف القوة الناعمة والذكية للحفاظ على وضعها في النظام الدولي.ومن أهم التوصيات:ضرورة ان تضع الدول استراتيجيات شاملة وتعمل تحالفات قوية مع الدول الكبري من أجل خلق توازن في النظام الدولي،ضرورة ان تنظر الدول الي القوة في كل عصر بشكل مختلف لان القوة في حالة تطور مع المتغيرات والتحولات التي يشهدها عالم اليوم في بنية النظام الدولي,ضرورة ان توظف الولايات المتحدة الامريكية قوتها الصلبة والذكية بامثل طرق من اجل تعزيز موقعها في النظام الدولي. Abstract The research dealt with "the impact of changing the concept of power in international relations on the foreign policy of the United States of America {2001-2020}". The research problem represented in knowing the extent to which power played a role in the regional and international variables and transformations and the extent of its impact in creating a balance in the international system. The research aims to identify the importance of force in achieving international balance, and to shed light on the strength of the United States of America and its impact on the structure of the international system. The research used the hypothesis that the concept of hard power is based on soft power, and then electronic power on the structure of the international system, and the United States of America has used all forms of power in order to maintain its position and status in the international system. The historical and descriptive analytical method and the case study method were used. One of the most important findings of the research is that the United States of America possessed forms of power and gradually used it. Military force is not now considered an indicator of the state’s strength, but it is also indispensable in the field of international relations. America used hard power and tended to use and employ soft power to improve its mental image after the destruction and instability that occurred in Iraq and Afghanistan. Now it is employing soft and smart power to maintain its position in the international system. Among the most important recommendations: The necessity for countries to develop comprehensive strategies and make strong alliances with major countries in order to create a balance in the international system. The necessity for states to view power differently in each era, because power is in a state of evolution with the changes and transformations that the world is witnessing today in the structure of the international system. The necessity for the United States of America to employ its hard and smart power in the most optimal ways in order to strengthen its position in the international system.
