دور التنظيم الدارى في رفع كفاءة الستستتثمار - دراسة بالتطبيق على وزارة الستثمار في السودان - للفترة من 2012 م – 2016 م

Abstract

هدفت هذه الدراسة الى التعرف على دور التنظيم الداري في رفع

كفتتاءة الستتتثمار فتتي الستتودان ، وتحليتتل المشتتكلت والتحتتديات

التنظيمية التي تواجه وزارة الستثمار وتمثلت مشكلة الدراستة فتي

ضتتعف وقلتتة الستتتثمار وتتتدني كفتتاءة اجهتتزة الستتتثمار ،اختتتبرت

الدراسة الفرضتيات التاليتة :هنالتك علقتة ذات دللتة إحصتائية بيتن

الهيكل التنظيمي وكفاءة الستثمار، هنالك علقة ذات دللة إحصائية

بين المسئوليات وكفاءة الستثمار، هنالك علقة ذات دللة إحصتتائية

بيتن نطتاق الشتراف وكفتاءة الستتثمار وهنالتك علقتة ذات دللتة

إحصائية بين نظام النافذة الموحدة وكفاءة الستثمار. استتخدم فتي

هذه الدراسة المنهج الوصفي التحليلتي ، وبنتاءً علتى نتائتج التحليتل

توصلت الدراسة إلى العديد من النتائج أهمهتا أن الهيكتل التنظيمتي

لوزارة الستثمار ملئم ومناسب ويبين العلقتات الرأستية والفقيتة

وخطوط التصال ، تتتم مراجعته الوصتف التوظيفي متن حيتن لختر

لزيادة أو خصخصة مسؤوليات كل وظيفة، يوجد نطاق إشراف لكتتل

وظيفة يحدد بحسب احتياج العمل وكثتافته، تبستط وزارة الستتثمار

الجراءات للمستتثمرين متن خلل نظتام النافتذة الموحتدة، قتدمت

الدراسة مجموعة من التوصيات أهمهتا أن : علتى التوزارة مراجعتة

الهياكل التنظيمية والوصتف التوظيفي عتبر لجتان متخصصتة بصتفة

دورية، ان يتم تعيين خبرات أكاديميتة ومهنيتة متخصصتة للمستاهمة

في عملية التدريب واستخدام التقنيات الحديثة في عمليات التصتال

.بين فروع الوزارة في المواقع المختلفة

The aim of this study is to learn about the realities

of administrative organization in ministry of

investment in Sudan and analysis organizational

challenge and the problem that face it. Based on

the study's problem and objectives 4 assumptions

were made: assumption there is statistically

significant relationship between organizational

structure and efficiency of investment, assumption

there is a statistically significant relationship

between responsibilities and efficient investment,

assumption there is a statistically significant

relationship between the scope of supervision and

the last assumption there is a statistically

significant relationship between standard-window

system and the efficiency of investment. In this

study the researcher used the descriptive analytical

methods.

The results of the study showed the organizational

structure of the Ministry of investment is

characterized by vertical and horizontal relations,

and that the job description is revised from time to

time to increase or privatize the responsibilities of

each function, there is scope of supervision for

each post determined by the need and intensity of

work. The Ministry simplifies the procedures for

investors through standard window system.. Based

on these results, the study provided a set of

recommendations: most importantly the reviewing

of the organizational structures and job

descriptions through specialized committees,

reviewing the job description periodically, the
