أثر السياسة الدولية على المطامح الإثنية " الأكراد نموذجاً " بحث تكميلي لنيل درجة الماجستير في العلاقات الدولية

Abstract

المستخلص يتناول هذا البحث أثر السياسة الدولية على المطامح الإثنية، الإثنية الكردية نموذجاً. ويهدف البحث إلي معرفة طبيعة أثر السياسة الدولية على مطامح الاثنيات، كما يهدف أيضا إلي دراسة الإثنية الكردية في منطقة الشرق الأوسط وتحليل السياسات التي انتهجتها الدول الأربع "سوريا ،العراق، تركيا، إيران" تجاه الإثنية الكردية ومستقبل الأكراد في ظل تلك السياسات يحاول البحث الإجابة على تساؤل رئيسي وهو : ما هي الأسباب التي تمثل عائقا أمام اندماج الجماعات الإثنية داخل الدول الموجودة فيها ،وما هو الشيء الذي يؤدي إلى انبعاث سياسات الهوية في منطقة الشرق الأوسط؟ يقوم البحث على فرضية جوهرية وهى : أدت السياسات التي أتبعاتها الدول تجاه الجماعات الإثنية إلى عدم اندماجها داخل هذه الدول مما دفع هذه الجماعات إلى المطالبة بتكوين هوية إثنية خاصة بها. استخدم البحث في منهجيته المنهج التاريخي والمنهج الوصفي التحليلي بالإضافة إلي المنهج المقارن و منهج السيناريوهات وقد توصل البحث إلى عدد من النتائج أهمها : أن احد العوامل التي أعاقت الأكراد من الاندماج داخل الدول التي يتواجدون فيها هي السياسيات التي اتبعتها تلك الدول في التعامل معهم ، وان حل هذه القضية و انتهاؤها ليس بالأمر السهل وذلك لوجود أطراف كثيرة مستفيدة من استمرار هذا الوضع. كما خرج البحث بعدد من التوصيات أهمها ، من أجل حل مشكلات الجماعات الاثنية في أي دولة ومشكلة الاثنية الكردية بشكل خاص ينبغي العمل على بناء سياسات حكومية مرنة وعادلة تشمل كل الجماعات المختلفة دون إقصاء أو تهميش ، بالإضافة إلي المحافظة علي مبدأ السيادة ومنع التدخلات الخارجية لأنها في الغالب تعمل على تعقيد المشاكل الداخلية للدولة .

Abstract This Research addresses the effect of international policy on the ethnic ambition the Kurdish ethnicity as a sample. The research aims to clarify the effect of international policy on the ethnic ambition also it aims to study the Kurdish ethnicity in the Middle East and to analyze the policies that adopted by the four countries towards Kurdish ethnicity and the future of the Kurds in the light of these policies، the research attempts to answer a main question: What are the reasons that obstacle the integration of ethnic groups within the countries in which they exist? And what is the thing that leads to emission the identity policy in the Middle East? The researcher based on the fundamental hypothesis: The policies that adopted by the neighboring countries toward the ethnic groups have led to non-integration into these countries، prompting these groups to demand the formation of their own ethnic body. The researcher uses the historical and the descriptive analytical approach in addition to the Comparative and scenario approach. The research concludes several results: One of the Factors that obstacle the Kurdish to integrate within the countries which they exist in is the polices that adopted by the these countries in dealing with them، and solving this issue and ending it isn’t an easy matter ،because they are many parties are benefiting from the continuous of this situation. The research also finds out several recommendations: In order to solve the ethnic groups issue in any country and the Kurdish Ethnic Group particularly، Fair and flexible governmental policies should be done including all the different groups without exclusion or marginalization، in addition to maintaining the principle of sovereignty and to prevent the external interferences because it mostly complicate the internal problems of the country.
