Abstract

Study the problem has been narrowed down in the search for the possibility of applying TQM Foundation public telecommunications Republic of Yemen, since this application will rise to services provided by the Foundation to better meet the needs of interest and wishes of the beneficiaries of these services in the shortest possible time and with the least possible cost, as deficiencies in the provision of services within the service governmental institutions requires the search for the best model in the administration, which helps to raise the levels of productivity and service delivery in accordance with specific steps and procedures in a scientific and accurate. Study aimed to: l. Marketing ideas "total quality management" to the officials and staff of the Foundation for Public Telecommunications in Yemen to understand the urgency to the need to apply in practice. 2. Creating and disseminating concepts and vocabulary and ideas of "total quality management" among workers institution Assembly telecommunications Yemeni extremclyimprove their performance career. ' Q W 3. Identify trends in public institution serving telecommunications Yemeni about the possibility of the application of TQM_Foundation. 4. Identify the impact of personal differences and functional trends working towards the possibility of the application of TQM Foundation. S 5. Know the extent of the application of the following principles: (a focus on the consumer, a focus on operations and results together, the prevention of errors, cooperation and team Work, decision-making based on facts, returning impact "feedback"). 6. Identify the requirements of the application of TQM Foundation public telecommunications. 7. Identification of the main obstacles to the application of Total Quality Management Foundation. . Questions isthe study in question President: What is the possibility of applying TQM Foundation public telecommunications Republic of Yemen? , The ramifications of this question seven questions, as follows: First question: What is the interest of the senior management of the institution of public telecommunications concept of total quality management? Sixth question: What are the obstacles to the application of total quality management Foundation public telecommunications? Seventh Question: What is the impact of personal differences and functional trends working towards the possibility of the application of total quality management institution? ' 5 l 5 V Findings of the study to the possibility of the application of TQM Foundation public telecommunications Republic of Yemen, in addition to the following results: - V l. The study showed that most members of the sample felt that the institution eligible for the application of total. quality management, and leadership of the institution has knowledge and desire and willingness adequate for the application of TQM. - 2. The study showed that the majority of the sample felt that apply TQM Foundation in stages, gradually at the hands of specialists TQM. T 3. The study showed a high level of knowledge among workers in the enterprise concepts and the principles of total quality management. 4. The study showed that the majority of members support the majority of the sample was pivotal in the requirements and constraints of the application of TQM Foundation. 1 5. The study showed the presence of a statistically significant difference between the directions of the sample towards applying TQM attributable to: age, qualification, experience and job. 6. The study showed there are no statistically significantdifferences between the trends of the sample towards applying TQM attributed to a changing sex. » The study; the leadership of the Foundation for Public Telecommunications need to accelerate the application of Total Quality Management Foundation to raise their services and rearrange the organizational structure of the institution, commensurate with the requirements of application, and the use of specialist from outside the institution to oversee the application, and to encourage scientific research in the field of comprehensive quality, and intensify training programs for the Department TQM.
