الادارة الاستراتيجية واثرها في تطوير الاداء في البنوك الاسلامية في اليمن

Abstract

المستخلص باللغة العربية : هدفت هذه الدراسة إلى تقويم مستوى ممارسة الدارة الستراتيجية في البنوك السلمية في اليمن من خلل استطلع آراء مديري الدارات المتخصصة وأعضاء الدارة العليا في البنوك السلمية نحو -: تقويم مستوى ممارستهم للدارة الستراتيجية من خلل المحاور التالية .2 .تحديد أهداف البنك مقدماً تحديد رسالة البنك . .4 .تحليل عوامل البيئة الداخلية تحليل عوامل البيئة الخارجية ..3 .6 .مقومات تنفيذ الستراتيجية وضع الخطط البديلة ..5 . عملية التقويم الستراتيجي.7 وقد اعتمدت هذه الدراسة على المنهج الوصفي التحليلي وأسلوب الدراسة الميدانية، حيث قام .الباحث بتوزيع الستبانات وعددها (76 (استبانه وهي تمثل المجتمع الكلي للدراسة وبلغ عدد الستبانات المعادة (72 (استبانه وجميعها صالحة للمعالجة الحصائية ومن أهم النتائج التي توصلت إليها الدراسة هي أن البنوك السلمية في اليمن تهتم بممارسة الدارة الستراتيجية لديها بدرجة كبيرة، وأن هناك عوامل تحد من ممارسة الدارة الستراتيجية في البنوك السلمية منها قلة الكوادر المتخصصة في مجال التخطيط الستراتيجي وعدم وجود إدارة متخصصة بالتخطيط الستراتيجي في بعض البنوك السلمية وعدم الهتمام بوضع خطط بديلة بالضافة إلى عدم الستقرار . السياسي والمني وعدم وجود سياسة نقدية واضحة في البلد ا خلصت الدراسة إلى عدد من التوصيات من أهمها -:وأخيرً 1 .تأهيل القيادات الدارية في البنوك السلمية وتدريبهم على ممارسة الدارة .1 .الستراتيجية ضرورة وجود إدارة متخصصة بالتخطيط الستراتيجي في البنوك السلمية لرفدها .2 . بالكوادر المتخصصة في مجال التخطيط الستراتيجي . ينبغي للبنوك السلمية الهتمام بوضع خطط بديلة لستخدامها عند حدوث تغيرات .3 4 .يجب على الدولة محاربة الفساد المالي والداري وتطبيق القوانين وأن تعمل على استقرار الوضاع السياسية والمنية وأن تكون السياسة النقدية للدولة واضحة . المستخلص باللغة النجليزية : This study target to evaluate the level of the strategical management practice in the Islamic banks in Yemen through the fact- finding of the opinions of the management of the specialized administrations and the members of the higher administration in the Islamic Banks for the evaluation of the level of their practice of the strategic management through the following pivots: 5. Specification of bank message 6. Specification of the bank's targets in advance. 7. Analysis of the internal environment factors. 8. Analysis of the external environmental factors 9. Laying down of the alternative plans 10. The factors of the strategy execution 11. The strategic reconditioning process The researcher used the scientific analytical descriptive methodology, the field study style, whereas he distributed (76) questionnaires which represent the total study community. The returned questionnaires reached (72) in number, and all are useful for the statistical treatment. From the most important reached results are that, the Islamic Banks in Yemen highly concerned with the strategic management practice, and there are factors which curb the practice of the strategical management in the Islamic Banks, of which the rarity of the specialized cadres in the fields of the strategic planning, and the non-existence of specialized administration for the strategic planning in some Islamic banks, in additional to the non-concern of laying down of alternative plans, non- political and security stability and non-clear monetary policy in the country. From the most important recommendations are : Qualification and capacity building of the administrative leadership in the Islamic banks and their training in practicing the strategic management. Necessity of existence of specialized administration in the strategic planning in he Islamic banks to support it with specialized cadres in the field of the strategic planning. The Islamic banks shall have full concern in laying down alternative plans to be used when changes take place. The state should combat the financial and administrative corruption and the application of the laws, shall work from the political and security stability and the state monetary policy shall be clear.
