بناء نظام لحصر وتسجيل العربات الواردة بالطرق غير القانونية دراسة حالة(السودان)

Abstract

المستخلص ظلت الجرائم المنظمة هاجس يؤرق مضاجع السلطات الحاكمة والمواطنين علي حد سوا , وذلك لما يترتب عليها من تفكك إقتصادي وإجتماعي قد يؤدي إلي عواقب وخيمة يصعب التحكم والسيطرة عليها ما لم يتم التعامل معها بالجد والحزم المطلوبين. ولعل إستخدام الوسائل المختلفة للقيام بهذا الجرائم يعتبر تحدي كبير للجهات المسئولة عن محاربة هذا الجرائم , بحيث يصعب تحديد هذا الوسائل في ظل تجددها وإستخدامها بطرق مختلفة. ولعل هذا البحث تطرق إلي دراسة مهمة جدا لواحدة من والوسائل المستخدمة للقيام بالجرائم , ووضع تصور لكيفية التحكم فيها والقضاء عليها. إن عملية تقنيين العربات الواردة عبر الحدود (البوكو حرام) تكتسب أهمية بالغة لأنها تعالج الكثير من الجرائم التي تستخدم هذا العربات الغير معروفة وغير مسجلة لدي السلطات الشئ الذي يسهل عملية التخفي والهروب . إستخدمت هذه الدراسة المنهج الوصفي التحليلي ومنهجية هندسة البرمجيات عبر لغة النمذجة الموحدة (UML) Unified Modeling Language , ثم تم التنفيذ بإستخدام قاعدة البيانات (Oracle 10G) في تصميم وإدارة قاعدة البيانات , وOracle developer 6 لتصميم الشاشات والتقارير. الاهداف : (1)التحكم بصلاحيات إدارة العمليات دون تداخل الإختصاصات. (2)عمل أرشفة كاملة لكل العمليات الخاصة بالعربة . (3) بناء تطبيق حاسوبي يساعد علي سرعة إنجاز المعاملات. (4) إستخراج إستمارات التعاملات آلياً . (5)استخدام التقنيات الحديثة لإدارة الشبكات .

ومن أهم النتائج التي تم التوصل إليها: (1) يقوم البحث علي رسم خارطة طريق واضحة يسهل اتباعها دون دخول غير مرغوب فيه. (2)يقوم البحث بتوفير الية مثالية وسهلة للحصول علي المستندات المطلوبة. (3) قام البحث بوضع وتحديد المسئوليات دون تداخل. (4) قام البحث بعمل اشكال مختلفة من التقاير التي تساعد في إتخاذ القرارات الصحيحة. (5) قام البحث بربط كل الإدارات ذات الصلة لتسهل عملية التنقل من إدارة إلي أخري. كما وضع البحث عدد من التوصيات نجملها في الآتي: (1) إكمال عمليات ربط الجهات ذات الصلة والتي لم يتطرق إليها البحث لأسباب مختلفة مثل (المخلصين). (2) إستخدام وسائل ربط حديثة(fiber optic)لسرعة انجاز المعاملات. (3)العمل علي تحويل هذا النظام إلي mobile application .

Abstract

Organized crimes have remained an obsession that haunts the sleep of the ruling authorities and citizens alike, due to the economic and social disintegration that they entail, which may lead to dire consequences that are difficult to control and control unless they are dealt with the required seriousness and firmness. Perhaps the use of various means to carry out these crimes is considered a great challenge for the authorities responsible for combating these crimes, so that it is difficult to identify these means in light of their renewal and use in different ways. Perhaps this research touched on a very important study of one of the methods used to commit crimes, and a vision of how to control and eliminate them. The process of technicalizing vehicles coming across the border (Boko Haram) is of great importance because it deals with many crimes that use these unknown vehicles and not registered with the authorities, which facilitates the process of invisibility and escape. This study used the descriptive analytical approach and software engineering methodology through the Unified Modeling Language (UML), then it was implemented using the database (Oracle 10G) in the design and management of the database, and Oracle developer 6 for the design of screens and reports. Among the most important results that have been reached: The research draws a clear roadmap that is easy to follow without unwanted entry. The research provides an ideal and easy mechanism to obtain the required documents. The research sets and defines responsibilities without overlap. The research makes various forms of reports that To help in making the right decisions, the research has linked all relevant departments to facilitate the process of moving from one department to another. The research also made a number of recommendations, which we summarize in the following: Completing the processes of linking the relevant authorities that the research did not address for various reasons such as (loyal ones), using modern means of linking (fiber optic) to speed up the completion of transactions, working to convert this system into a mobile application.
