دور المشاركة الشعبية في تنمية المجتمعات المحلية

Abstract

المستخلص تناولت الدراسة دور المشاركة الشعبية في تنمية المجتمعات المحلية، تتمثل مشكلة الدراسة في غياب الدور الفعال للمشاركة الشعبية في ترشيد وتوجيه مواطني ريفي كورما بوحداتهم للعمل التنموي وضعف توظيف المشاركة الشعبية وقلة التعاون بين الجماعات الإجتماعية في إنجاز المهام التنموية في مجتمع الدراسة، وتتلخص مشكلة البحث في التساؤلات التالية: كيف يتم توظيف دور المشاركة الشعبية في الإستفادة من خصوصية مجتمع الدراسة لتحقيق درجة أكبر من المشاركة الشعبية لإنفاذ برامج التنمية المحلية؟ حيث إهتمت الدراسة حول المشاركة للمواطنين في عملية التنمية عبر مراحلها، ووقوف الباحث حول دور المشاركة الشعبية في تنمية المجتمع المحلي ونجاح المشروعات ومدى فعاليتها في تنمية المنطقة وكذلك مع رفع إهتمام الباحث في المجتمع المحلي والتوصل لبعض المعطيات العلمية التي يمكن الإنطلاق منها في دراسات مستقبلية في تنظيم المجتمع والتخطيط وأحداث نقلة بإتجاه الحداثة وغيرها بتوظيف دور المشاركة الشعبية والمنظمات الإجتماعية النظيرة، وذلك عن طريق الإقتراحات ودراسة الجوانب الفكرية المتعلقة بالنواحي الإجتماعية والإقتصادية وكيفية معالجة المشكلات التي يعاني منها مجتمع كورما وإستخدمت الدراسة المنهج الوصفي التحليلي بالإعتماد على المصادر والمعلومات الثانوية والكتب ووسائل جمع البيانات والإستبيان والمقابلة والملاحظة. إختبرت الدراسة التساؤلات التالية: ماهي دور المشاركة الشعبية في تحسن الخدمات الأساسية بمنطقة الدراسة؟ ماهي دور المشاركة الشعبية في تنمية المجتمع المحلي بمنطقة الدراسة؟ توصلت إلى النتائج التالية: إن معظم المبحوثين من الذكور وقد سجلت نسبتهم 74%، هنالك تفشي الجهل والأمية في المنطقة وقد تأثرت المنطقة بالحروب والنزاعات، التحفيز في تقديم المشروعات أدى إلى تطور المجتمع المحلي لأن التحفيز يؤدي إلى زيادة في الإنتاجية من خلال النتائج توصلت الدراسة إلى التوصيات التالية: تفعيل دور المشاركة الشعبية للمنطقة حتى تسهم بصورة إيجابية في إحداث التنمية المحلية، تحضير المواطنين ودعمهم مادياً ومعنوياً لتفعيل أدوارهم الإجتماعية والسياسية والإقتصادية داخل مجتمعاتهم بناء المستشفيات والمراكز الصحية المدعومة من قبل الحكومة لحل مشكلة الأمراض وعلاجها بدلاً من اللجوء إلى المناطق المجاورة.

Abstract The study is concerned with the role of popular participation in the development of local communities. The problem of the study lies in the lack of effective role of popular participation in rationalizing and guiding the rural citizens of korma in their units for development work, weak recruitment of popular participation and lack of cooperation between social groups in accomplishing developmental tasks in the study society. The research problem is summarized in the following question: How is the role of popular participation in benefiting from the privacy of the study society to achieve a greater degree of popular participation in the implementation of local development programs? And the researcher’s stand on the role of popular participation in the development of the local community and the success of the projects and their effectiveness in the development of the region, as well as raising the researcher’s interest in the study community, to identify the role of the community and to obtain some scientific data which can be launched in future studies in the organization of society and planning and move towards modernity and others by employing the role of popular participation and social organizations counterpart, through suggestions and study of intellectual aspects related to social and how to address the economic problems facing the community korma. The study examined the following questions: what is the role of popular participation in improving basic services in the study area? What is the role of popular participation in the development of the local community in the study area? The following results were found: Most of the respondents are male and 74% are registered. There is an outbreak of ignorance and illiteracy in the region. The region has been affected by wars and conflicts. Increases productivity. Through the results of the study, the study reached the following recommendations: Activate the role of popular participation in the region to contribute positively to the local development, prepare the citizens and support them financially and morally to activate their social, political and economic roles within their communities. Resort to neighboring areas.
