حوكمة الموبايل دراسة نظرية في تحسين الخدمات الحكومية باستخدام الموبايل(دراسة حالة ادارة الجوازات والهجرة السودانية)

Abstract

Abstract The rapid changes and spread of IT and Communication Technologies contributed to the adoption of the concept of E- government, and to shifting the mode of work from the traditional to electronic. In this study, the researcher attempted to investigate the problem of providing traditional services at Migration and Nationality Corporation. The researcher thinks that the current system does not meet the standards of speed and accuracy required for providing government services to citizens. The study aimed at suggesting solutions to eradicate the shortcomings of the traditional administrative work, and applying modern technologies capable of coping with the immense technological development in the world of today. This should be coupled with the study of customers’ needs and providing customers’ satisfaction. The study adopted the descriptive analytic method and the historical method in reviewing the previous studies and comparing then to the present study. The data was collected from various sources and analyzed via a top bottom method and users’ interfaces were designed by using an open source language (PHP), (MY SQI) spreadsheet and UML Data Description Software.

The study concluded that applying M-govermnent in Sudan will contribute in improving services in terms of speed, accuracy and efficiency. In the light of the findings, some suggestions and recommendations were proposed, including: raising the awareness of e-govemment in Sudan, that would be after fulfilling its requirements; qualifying human cadres and providing sufficient financial and technical support in order to employ the modem technologies in providing services.
