دور ديوان الزكاة في التخفيف من حدة الفقر دراسة حالة ولاية جنوب كردفان في الفترة من 2000-2010م

هذه الدراسة توضح تقويم مشروعات الأسرة الفقيرة المنتجة بديوان الزكاة في ولاية جنوب كردفان دراسة نموذجية، تتلخص مشكلتها في أن الحروب والصراعات الدائرة في المنطقة والزيادة السكانية ساهمت بصورة واضحة في تدني مستويات التنمية الريفية والخدمات الأساسية في المدن والقرى بالولاية، وهذا هو ناتج ما أحدته الحرب من آثار سالبة أثرت على إنسان المنطقة وأجبرته على النزوح في حين تأثر البعض مادياً وأصبحوا تحت مظلة الفقر. إن الأهمية العلمية لهذه الدراسة تكمن في إثراء البحث العلمي بالمساهمة التي تقدم من قبل ديوان الزكاة للحد من حدة الفقرة وتقديم الدعم للأسرة الفقيرة لجعلها أسرة منتجة، وتهدف الدراسة إلى التعرف على الدور الذي يقوم به ديوان الزكاة تجاه تلك الأسر، والتعرف على المشكلات والمعوقات التي تعيق عمل ديوان الزكاة في إنفاذ المشروعات التي تقدم للأسر الفقيرة والوقوف على المشروعات التي تم تنفيذها فعلياً بواسطة ديوان الزكاة، صرح الباحث في دراسته عدة تساؤلات مستخدما المنهج الكيفي والكمي والمنهج الوصفي التحليلي بالإضافة إلى المنهج التاريخي ومنهج دراسة الحالة، ومن ثم قام الباحث بتصميم استبانة وانتهج أسلوب الملاحظة والمقابلة أثناء إجراء عملية الدراسة الميدانية.

من خلال مجريات الدراسة توصل الباحث إلى عدة نتائج أهمها أن معظم أفراد عينه الدراسة هم من الذكور، فئتهم العمرية تتركز ما بين (30-40) ومتزوجين ومستواهم التعليمي أساس. واستخلص الباحث من خلال الدراسة الميدانية أن معظم المبحوثين يعملون في مجال الأعمال الحرة وكان عدد أفراد أسهرم يتراوح ما بين (9 – 5) أفراد، ودخلهم الشهري (150 جنيه).

توصلت الدراسة لعدة توصيات منها ضرورة تبني ديوان الزكاة لمشروع محفظة تشارك فيه مؤسسات الدولة والجهات الخيرية المختلفة التي تعمل في مجال مكافحة الفقر، وضرورة انتشار التمويل عبر محظفة الأمان في الريف وعدم تمركزهم داخل عواصم الولايات، على ديوان الزكاة زيادة رأس مال التمويل حتى يتمكن صاحبه من زيادة دخله.

Abstract

This study to investigate the calendar produced poor family Zakat Diwan of projects in the state of South Kordofan, a pilot study, summed up her problem in the wars and conflicts in the region, the department and population growth clearly contributed to the low levels of rural development and basic services in the cities and villages to the mandate. The scientific importance of this study lies in the enrichment of scientific research to contribute to that provided by the Zakat Chamber to limit the severity of the paragraph and to provide support to poor families to make them productive family, the study aims to identify the role of the Zakat Chamber toward those families, and to identify the problems and obstacles that hinder the work of the Zakat Chamber in enforcement projects that provide poor families and stand on the projects that have been implemented effectively by the Zakat Chamber, said researcher in the study several questions using the curriculum qualitative and quantitative and descriptive analytical method in addition to the historical method and the methodology of the case study, and then The researcher has designed a questionnaire and he followed the observation method and interview during a field study process. Through the course of the study, the researcher suggested a number of the most important results that most of the members of the study sample are male, their age group are concentrated between (30-40) and married and level of education basis. The researcher concluded through the field study that most of the respondents are working in the field of entrepreneurship and the number of members Osohrm ranging between (9-5) members, monthly income (150 pounds). Finally the study found a number of recommendations including the need to adopt the Zakat Chamber of project portfolio involving state institutions, various charities and agencies that operate in the fight against poverty, and the need to spread funding over the safety Mahzvh in the countryside and not to their deployment in the state capitals, the Zakat Chamber head of finance capital increase so that the owner of increase his income.
