دور النقل الجوي في التنمية لاقتصاديه للسودان للفترة (2005-2019)م دراسة حالة الخطوط الجوية السودانية))

Abstract

مستخلص جاء البحث بعنوان اثر النقل الجوي علي التنمية الاقتصاديه في السودانللفترة (2005-2019)م )دراسة حالة الخطوط الجوية السودانية)، وتمثلت مشكلة البحث في عدم مؤاكبة الخطوط الجوية السودانية للتطورات العالمية في مجال النقل الجوي والبنية الأساسية التي يعتمد عليها ومثل أهم التساؤلات هل النقل الجوي في السودان يساهم بشكل فعال في التنمية الاقتصادية ؟، تتمثل أهمية البحث في دور الناقل الجوي في التنمية الاقتصادية بالسودان حيث أنها تلقي الضوء علي أهم المجالات التي تعكس مستوي الدول من خلال التنمية الاقتصادية والذي يتضح أكثر من خلال مسح أراء المختصين في الخطوط الجوية السودانية وفي الطيران المدني وفي مجالات التنمية، الشيء الذي يبرز أهمية هذه الدراسة إن هذا المرفق الهام متعدد الخدمات ويخدم نطاقات واسعة في البيئة ويستطيع الإنسان عن طريقها التعرف علي أحسن الطرق التي تحقق مزيدا من التنمية الاقتصادية وان يحتاط لما يمكن أن يحدث في المستقبل، لذلك يجب علي كل من يقوم بمثل هذه الدراسة أن يبرز دورها في مجالات التنمية المختلفة، وتمثلت أهم أهدف البحث في التعرف علي أفضل الطرق التي يتم بها تحسين النقل الجوي في السودان لتحقيق التنمية الاقتصادية في السودان، والتعرف على المشاكل التي تعوق الناقل الجوي السوداني لاتخاذ التدابير اللازمة تخطيطا لما قد يأتي به المستقبل من مشاكل في المجال، كما أفترضت الدراسة أن النقل الجوي السوداني لا يغطي السودان بأجزائه المختلفة مما يعوق التنمية الاقتصادية، وأن العوامل الاقتصادية تمثل العائق الرئيسي بالنسبة لتحسين النقل الجوي بالسودان، كما أن للدولة دور ايجابي في تطوير قطاع النقل الجوي في السودان ومواكبة التطورات العالمية، كما تماتباعالمنهج الوصفي والمنهج التاريخي والمنهج التحليلي، وتمثلت أهم النتائج في أن النقل الجوي في السودانلم يغطي أجزائه المختلفة مما مثل عائق للتنمية الاقتصادية في السودان وأهمها ضعف حافز الاستثمارات الاجنبية وضعف السياحة وفقد ايردات من العملات الاجنبية نظير خدمات النقل الجوي للركاب والبضائع، كما مثلت العوامل الاقتصادية أهم العوائق الرئيسيةفي تحسين وتطوير النقل الجوي في السودان وأهمها العقوبات الاقتصادية الامريكية على السودان التي لم تمكنه من إستيراد قطع الغيار والصيانة الدورية للطائرات سودانير بالاضافة عدم امكانية مواكبة التطورات العالمية في تحديث اسطولها، بالاضافة الي ضرورة الاهتمام بقطاع النقل الجوي من خلال تطوير البنيةالتحتيه وتحديث الاسطول وإقامة شراكات عالمية في مجال النقل الجوي، وتمثلت أهم التوصيات فيفتح مطارات جديدة في معظم الولايات الداخلية لتشجيع حركة النقل للركاب والبضائع الداخلية والخارجية، والاستفادة من رفع العقوبات الاقتصادية الامريكية ورفع اسم السودان من قائمة الدول الراعية للارهاب من خلال الاستفادة من مؤسسات التمويل الدولية في توفير الامكانيات المادية للتطوير الشامل للنقل الجوي في السودان.

ABSTRCAT The study Entitled: Impact Ari Transport on the Economic Development the Sudan, during (2005-2020). (A case Study - Sudan Airways). The problem of the study was represented in that Sudan Airways did not keep pace with the global developments in the field of the air transport and the adopted infrastructure. The most important questions are: Does the Air transport in Sudan effectively contributes in the economic development? The importance of the study is represented in the role of the air carrier in the economic development in the Sudan, where it casts light on the most important domains that reflect the level of countries through the economic development, which is became more velar through surveying the opinions’ specialists in the Sudanese Airlines, in the civil aviation and in the fields of development, the matter that highlighting the importance of this study , that this important facility is multi-service and serves wide ranges in the environment and through which people can uncover the best means that could achieve further economic development, and to take care of what may happen in the future. Consequently, everyone who undertakes such a study should highlight their role in the various areas of development. The most important objective of the study was to uncover the best means through which that air transport in Sudan can be improved, in order to achieve the economic development in the Sudan, and to uncover the problems that embed the Sudanese air carrier to take the necessary measures in planning for what might the future bring of problems in the field. The hypotheses of the study are represented in that: the Sudanese air transport does not cover the Sudan with its various regions, the matte that impedes the economic development, that the economic factors represent the of obstacle regarding the improving the air transport in Sudan, and that the state has a positive role in developing the air transport sector in the Sudan keeping pace with global developments , the study followed the descriptive, the historical, and the analytical method. The study concluded to several results top of which are: that air transport in the Sudan did not cover its various regions, the matter that represented an obstacle to economic development in the Sudan, which the most important of it, is the weakness of the incentive for foreign investment, the weakness of tourism, bedside the loss of foreign currency revenues in return for air transport services for passengers and goods. Meanwhile, economic factors represented the most important obstacles in improving and developing the air transport in the Sudan, particularly the US economic sanctions on Sudan , that prohibiting to import spare parts and the periodically maintenance of Sudan air planes, in addition to the inability to keep pace with the development in modernizing its fleet, as well as to the necessity of concerning to the air transport sector through developing the infrastructure, modernizing the fleet , to establishing global partnerships in the field of air transport. The study recommended to open new airports in most of the internal states in order to encourage the movement of passengers and goods, both internal and external, and to benefit from the lifting of US economic sanctions and raising the name of Sudan from the list of countries sponsoring terrorism, through benefiting from the international financing institutions to provide material resources for the comprehensive development of air transport in the Sudan.
