معيقات التنمية الزراعية ومهددات استدامتها في ولاية غرب دارفور

Abstract

المستخلص تناولت الدراسة معيقات التنمية الزراعية ومهددات استدامتها في ولاية غرب دارفور، وتكتسب أهميتها من الدور الرائد للقطاع الزراعي في الحياة الاقتصادية والضرورة الملحة لتحرره من القيود والمعيقات التي تعترض تنميته وتطويره. هدفت لحصر وتحديد معيقات التنمية الزراعية، وتوضيح الآثار التي لحقت بالمزارعين جراء تدهور الزراعة والتنمية الزراعية بمنطقة الدراسة، واقتراح سُبل تحقيق التنمية الزراعية المستدامة والمُحافِظة على الموارد، مع تبيان أهميتها في تعزيز السلام والاستقرار بمنطقة الدراسة. استخدمت الدراسة المنهج الاستقرائي، وارتكزت في جمع المعلومات والبيانات على العمل المكتبي، والدراسة الميدانية القائمة على الاستبانة والملاحظة المباشرة، وتقارير المسح الزراعي لعدد سبعة عشر موسم زراعي تمتد خلال الفترة من عام 2000 – 2019م. أوضحت النتائج أن الإنتاج الزراعي والتنمية الزراعية بمنطقة الدراسة تواجه مخاطر تغير المناخ، ومهددات العجز المائي، وفشل الزراعة بفعل حدة الجفاف، وتعرُّض الأراضي الزراعية والمراعي لمخاطر التعرية الرياحية المتزايدة، وزيادة التوترات والاضطرابات المتصلة بحيازة الأراضي والانتفاع بها، ومعيقات تتصل بالنزاع المسلح وتدهور الأمن، والنزاع والاحتكاك بين المزارعين والرعاة، وغيرها من المعيقات. وضعت الدراسة عدد من التوصيات، منها: ضرورة الحل الدائم للنزاع والحرب ومعالجة أثارها السالبة، وانتهاج التخطيط الاقليمي الريفي ووضع تنمية القطاع الزراعي في صدارة الأولويات، وانتهاج سياسات مستدامة لإدارة الموارد الطبيعية، وحماية حقوق المزارعين في الانتفاع بالموارد والوصول إليها.

Abstract The study discussed the obstacles of agricultural development and the threats of its stability in West Darfur State. The study gains its importance from the leading role of agricultural sector in economic life and the pressing need to be freed from obstacles and limitations that hinder its development and evolution. The study aimed to define and determine the obstacles of agricultural development, to explain the effects that affected farmers due to the deterioration of agriculture and agricultural development in the study area, to recommend ways to achieve sustainable agricultural development and conservation of resources, and to clarify its importance in promoting piece in the region. The study used the inductive Method, to collect data, the study used office work; field work which based on questionnaires and direct observation; and reports of agricultural survey of seventeen agricultural seasons from 2000 – 2019. The study concluded that agricultural production and agricultural development in the study area face the dangers of climate change, threats of water shortage, failure of agriculture due to severe drought, the exposure of farming and grazing lands to risks of wind erosion, conflicts and disputes between farmers and herdsmen, and other obstacles. The study made a number of recommendations, such as; the importance of the resolution of wars and conflicts and their negative impacts, pursing rural regional planning, to put the development of agricultural sector on top of priorities, pursing sustainable policies to manage natural resources, and to protect farmers’ rights to access and utilize resources.
