أثر المتغيرات الدولية على العلاقات السودانية الليبية (1990—2017م)

Abstract

المُستخلص تناولت الدراسة أثر المُتغيراتِ الدولية على العلاقاتِ السودانيةِ الليبية 1990-2017م وتمثّلت مُشكلةِ الدراسةِ في أنَّ المُتغيراتِ الدُولية أثّرت على الأنظمةِ السياسية في السودان وليبيا ، وسبّبت الكثير من المشاكلِ والعُقوبات ، الأمر الذي اقتضى تضافُرِ الجُهود من أجلِ ايجاد مخرج من تلك العُقوبات ، وطرحت الدراسة عِدة تساؤلاتٍ أهمها ، إلى أي مدى كان تأثير المُتغيراتِ الدولية على دولتي السودان وليبيا ، وما هو الأثرِ الأيدلوجي عليهما وعلى شكلِ العلاقةِ بينهُما..؟ ونبعت أهميةِ الدراسة من خُطورةِ المُتغيرات الدُولية وتأثيرها في عرقلةِ بناءِ الأنظمةِ السياسية في السودانِ وليبيا وتحقيقِ الاستقرار المنشود فيهما كدولٍ تتسم بالتعدُديةِ الإثنية والدينية ، وهدَفتِ الدراسة إلى معرفةِ الأسباب الحقيقية الكامنة وراء المُتغيراتِ الدُولية ودورها في محاولةِ الهيمنة والضغط على الأنظمةِ السياسية في السودان وليبيا وعرقلةِ جُهودهما ، واتبعت الدراسة المنهج الوصفي التحليلي ومنهج دراسة الحالة والمنهج التاريخي ، وتوصّلتِ الدراسة إلى عدد من النتائج أهمها أنّ العلاقات الدولية هي جُغرافية كونية وعلائق تاريخية وتداخُلاتٍ أُسرية ومصير مُشترك وهي تفرُض نفسها في مواجهةِ أي تقاطعاتِ مع مصالحِ القوى الدولية ، أوصت الدراسةِ بعدة توصياتٍ أهمها استحضار ثوابتِ العلاقة بين البلدينِ والتذكير بالبُعدِ التاريخي الحضاري لأصلِهما لتحقيق تكامُلٍ حقيقي يُفضي إلى قوةِ ومنعةِ البلدين لمُواجهةِ ما قد يطرأ من تغيُرات.

Abstract Title International variables on Sudanese Libyan relations 1990-2017 The problem of the study was represented in those international variables in Sudan and Libya , and they caused many political problems in two countries , and caused many problems, which led to finding a way out of the sanctions, and the trade was proposed from them, to the extent of the effect of the variables International law on the states of Sudan and Libya, and what is the ideological impact on them and the form of the relationship between them ..? The study stemmed from the attractiveness of international changes and their effect on obstructing the political equipment in Sudan and Libya for the desired stability in them as countries with pluralism and religion, The study aimed to know the real reasons behind the international changes and their role in trying to dominate and put pressure on the political regimes in Sudan and Libya and obstruct their efforts. The study followed the descriptive and analytical approach, the case study approach and the historical approach, and the study reached a number of results, the most important of which is that international relations are a cosmic geography, historical relationships, family interferences and a common destiny, and they impose themselves in the face of any intersections with the interests of international powers. The study recommended several recommendations, the most important of which is the invocation of the constants of the relationship. Between the two countries and the reminder of the historical and civilizational dimension of the origin of the two countries, in order to achieve true integration that leads to the strength and resilience of the two countries to confront any changes that may arise.
