اثر الديون الخارجية على بعض متغيرات الاقتصاد الكلية في اليمن للفترة 1990 ــ 2013م

تناولت هذه الدراسة اثر الديون الخارجية على بعض متغيرات الاقتصاد الكلي في اليمن خلال الفترة (1990-2013م) حيث تمثلت مشكلة الدراسة في اثر الديون الخارجية على بعض المتغيرات الاقتصادية كاالناتج المحلي الإجمالي، ومتوسط نصيب الفرد من الدخل، الادخار وسعر الصرف والصادرات والواردات والاستثمارات الإجمالية، ومتى يمكن أن تتحول الديون الخارجية من مصادر مساعد في عملية التنمية إلى أزمة، وتأتي اهمية الدراسة في كونها تفتح المجال حول معرفة الديون الخارجية وإبراز تاثيراتها على بعض المتغيرات الاقتصادية الكلية في اليمن، يتمثل الهدف الرئيسي للرسالة في قياس أثر الديون الخارجية على بعض المتغيرات الاقتصادية، وكذا تحديد العبء الاقتصادي للديون الخارجية على الاقتصاد اليمني، افترضت الدراسة أن الديون الخارجية لها تأثير مباشر على بعض المتغيرات الاقتصادية، وان هناك علاقة ذات دلالة إحصائية بين الديون الخارجية والمتغيرات الاقتصادية محل الدراسة.

اتبعت الدراسة المنهج الوصفي التحليلي في بناء الإطار النظري، بالإضافة إلى استخدام منهج الإحصاء الوصفي والقياسي واعتمدت بصورة اساسية على نموذج الانحدار الخطي البسيط عن طريق استخدام برنامج(الأفيوز)لقياس أثار تحليل بيانات الدراسة للوصول لنتائج عملية حول الظاهرة.

توصلت الدراسة إلى عدد من النتائج أهمها تعتبر الديون الخارجية من اعقد الظواهر الاقتصادية التي تواجه اقتصاديات الدول النامية مما تحدثه من اثر سالبي على تنمية تلك الدول، وان غالبية الديون الخارجية في اليمن تم توجيهها إلى مشاريع غير تنموية مما زاد من أعباء الديون وخدماتها، وأثبت التحليل القياسي لمتغيرات الدراسة أن هناك علاقة عكسية بين كل من الديون الخارجية كمتغيرمستقل والناتج المحلي الإجمالي ومتوسط نصيب الفرد من الدخل، والصادرات والادخار والاستثمار الإجمالي كمتغيرات تابعة، وان هناك علاقة طردية بين الديون الخارجية كمتغير مستقل والواردات والدخل القومي وسعر الصرف كمتغيرات تابعة.

أوصت الرسالة بضرورة الاستغلال الأمثل للديون الخارجية في اليمن من خلال بناء هياكل اقتصادية وتشجيع الصناعات المحلية، وذلك لتجنب الديون المتراكمة وزيادة خدماتها، وضرورة زيادة نسبة الادخار لتمويل المشاريع الإنتاجية وتقليل الأعباء على التمويل الخارجي, وتشجيع الاستثمار في الأوراق المالية لتمويل عجز الموازنة بالإضافة لتخفيف الواردات وزيادة الصادرات لتقليل عجز ميزان المدفوعات.

Abstract

This study tackled effect of foreign debts on some of macroeconomic variables in Yemen during the period (1990-2013), where problem of study has acted in of foreign debts on some of macroeconomic variables such as gross domestic product, average of per cepit national income, savings, exchange rate, exports, imports, and total of investment, so when the foreign debts can transmit from assistant source in development operation to crisis. Importance of study has come to open the space around knowledge of foreign debts and appearance of its effects on some of macroeconomic variables in Yemen, The main aim of the study is acting in measurement of foreign debts effect on some of macroeconomic variables, furthermore the determination of economic burden for foreign debt on Yemeni economic, the study assumed that the foreign debts have direct influence on some of economic variable, and there is statistical relation between the foreign debts and the economic variables in study location.

The study followed the analytical descriptive approach in theoretical frame building, in addition to that the study had used the descriptive statistic models and econometric approach and it depends mainly on simple linear regression by using to(E.views) program for measurement the study's data analysis effect to achieve for application results around the phenomena. . The study has achieved to a numbers of results as follow The foreign debts have considered such as a complicated economic phenomena which had faced economies of developing countries, thus it had left negative effect on development of these countries, Despite the strategic and economic planning in Yemen but its economy had suffered of deficit for achievement of acceptant growth rate and that of weakness in productive base, Majority of foreign debts in Yemen have directed to unproductive projects which has increased burden of debts and its services, the econometric analysis for study's variables assures that there is a negative relation between the foreign debt as independent variable and (the gross domestic product, average of per capita from the National Income, Exports, saving, and total of investment) as dependent variables. In addition there is appositive relation between the foreign debts as independent variable and (Imports, National income, and exchange rate) as dependent variable.

The study has recommended with the necessity of optimal exploitation for foreign debts in Yemen through building of economic infrastructures and encouragement of local industries so as to avoid the commutative debts and increasing of its services, Necissit of increasing the saving rate for financing of productive schemes and decreasing the dependence on foreign finance, and Encouragement of in investment in securities to finance the budget deficit as well as decreasing the importance and increasing exportation to decrease the balance of payments deficit.
