دور السياسة الخارجية في حماية الأمن القومي السوداني

Abstract

مستخلص البحث ركز هذا البحث على دور السياسة الخارجية في حماية الأمن القومي السودان، حيث هدفت للتعرف على ملامح السياسة الخارجية السودانية، ومعرفة الأزمات والمشاكل التي حدثت في الفترة ما بين 1990-2013م ، وتكمن مشكلة هذا البحث في معرفة الدور الذي تقوم به السياسة الخارجية في الحفاظ على الأمن القومي السودان، أما من حيث المنهجية وقد تم استخدام كل من المنهج الوصفي والمنهج التاريخي والمنهج المقارن كأطر منهجية. وقد قام هذا البحث على عدد من الفروض التي تؤثر في الأزمات السياسية على الاستقرار السياسي للدولة، كما أن للسياسة الخارجية دور فعال في تطوير علاقات السودان مع المجتمع الدولي، و توصل البحث إلى عدد من النتائج من أهمها وجود علاقة وطيدة بين صنع السياسة الخارجية والأمن القومي السوداني وذلك بحفظ العلاقات بين دول الحوار والدول الأخرى، كما تبنى صناعة السياسة الخارجية على المصلحة التي تراعي فيها الترتيبات والعلاقات بين الدول المختلفة من خلال القانون الدولي، عملية صنع السياسة الخارجية من اختصاص الجهاز التنفيذي للدولة والمؤسسات ذات الصلة وعلى رأسها وزارة الخارجية في السودان، وتصريحات مسئولي الدولة الغير منضبطة تؤثر سلباً على تنفيذ السياسة الخارجية. ومن أهم التوصيات التي توصل إليها البحث وجوب إعطاء أهمية لصناعة السياسة الخارجية لأنها تعالج مسائل كثيرة تفيد الدولة، ولابد من مراعاة الأمن القومي السوداني في حالة صنع وتنفيذ السياسة الخارجية في السودان، وعلى صانعي السياسة الخارجية الاهتمام بالأبعاد الاقتصادية والاجتماعية والسياسية والإلمام بمجريات الأحداث وأن يتحلوا بالمعرفة والدراية مما يساعدهم في عملية صنع سياسة خارجية مفيدة للدولة، وضرورة وجود صلة وثيقة وتعاون بين مؤسسات الأمن القومي ومؤسسات صنع السياسة الخارجية في السودان.

Abstract The research concentrated on the role of for policy in protect national Sudanese security, it aimed to recognize quick review of foreign Sudanese policy and find out crises and Obstacles which have taken place from the time action between 1990 up to 2013. The research of this case stand on knowing the role which foreign policy in keeping national Sudanese security. Researcher has used and applied descriptive and historical and comparative as a methods of this research. The research has sanded on many hypothesis which affect on political crises of whole political settlement of state. The research stand on many hypnosis's the influence of political crises on the foreign policy has effusion and effective in promoting relationship of Sudan with international community , research also reach to many results the important is existence continuity relationship between external policy making and national Sudanese security by keeping relationship between necessary countries and other stated, as addition taking the cooperation of making external policy for the priority of keeping and preparation and relationship between deferent states through international law, External policy making it's Executive device mandate for the state and relevant foundation to the ministry of external affairs in Sudan . the press statement of the state's leaders randomly affect negatively an implementation of foreign policy. The important recommendation which the research reaches to we should give importance for foreign policy making because it solve many problems the state get benefit from it, we should putting into account national Sudanese security in the state of making and implementation of external Sudanese policy in Sudan, for the Sudanese decision makers in Sudan looking after social , economical and political dimensions and knowing the current actions and be full knowledge which help them in useful external decision making operations for the state, also important of continuity relationship and close and cooperation national security foundation and foundation of external policy in Sudan.
