Abstract

ABSTRACT Decentralization & ruling & administration of Sudan has been one of the most important issues with which public political opinion & decision making circles in Sudan had been concerned with specially in the period that followed independence . Most governments that ruled the country had adopted reforming policies in dealing with these issues . which gave the country good credit of experiments in decentralization. But we find that decentralization transitional effort were affected by conflicting atmospheres between the two opposing forces supporting the two contradicting trends (( Centralization & decentralization )) in decision making circles & elite community. This led to the creation of so many problems & Shortcomings that accompanied the introduction of decentralization . It can be noticed that Sudanese haven’t yet come to agree up on a certain pattern of decentralization . Till now views, thoughts & demands are varying about details of the suitable form of decentralization , specially in the aspect_that concerns dividing of authorities , power & financial resources among the different levels of government . Problems & complications that accompanied & are still accompanying development of decentralization . All this can be referred to causes such as : political instability , ethnic & cultural conflicts ...etc . Added to all this much more complicated such as dividing power & wealth & the setting of balanced development among the different regions of the country. This research will try to trace the effects of experimentation of decentralization in the Red Sea Region . It will try to find to what extent has it been contributing in the solving of political 8. development problems in this region. All this through shedding light on the general situations & issues that concerned the people of the area . Then studying the relationship between these situation & problems and the evolution & development of the ethnic phenomena & talk of marginalization & injustice in the region . This research is divided into four chapter . The first chapter includes the plan and the methodology of the study . Where as the second chapter, is about theoretical framework, which includes three sections, investigating the concept of administration , the state, and the government . The second section deals with the concept of

decentralization including its types. Objectives , disadvantages and fundamentals. The third section , which discusses and analyses the results and the data , It is divided into six sections, the first section deals with the geographical and demographic nature of the Red Sea area and the historical evolution and development of administration there . The second section includes an analytical study of the evolution of the ethnic movement in the Red Sea ie: AlBija conference . The third section discloses the hard conditions in the area (Famines , illiteracy, and poverty). The fifth section , analysis of data (questionnaire ) , the sixth section discusses the results. Finally, the fourth chapter entitled conclusion , recommendations , and suggestions for future research on the issues of decentralization, development and policy in the Red Sea area.
