Abstract

The documentary credits considered one of the important tools used in financing foreign trade operations, and by studying the impact of the facilities, privileges and exemptions granted by the government, fees and fines that are imposed on goods and services received through the device of customs out of the banking system, the research problem located about how much the gap left by the operations Foreign Trade "by imports" outside the scope of documentary credit, the research assumed that foreign trade operations outside the scope of credit policies does not lead to weaken the central bank’s policies. Importance of research acted about the event which happens for credits of commercial banks through the control and direction of foreign trade policies and the implementation of the Central Bank, the research aimed to investigate the effect of credit in the development and regulation of imports of Sudan. The research using the descriptive approach to describe the phenomenon under study, and the analytical approach through data collection, compilation and analysis of "OLS" ordinary least squares to forecast and achieve to results which help to guide the foreign trade policies. The research achieved to several results, most important that there is a proportion of imported fixed from the outside without restrictions do not affect the policies and decisions of the Central Bank as the import with illegal methods and traditional methods, as well as to exploit the institutions and governmental bodies of the facilities, privileges and exemptions granted to the achievement of personal interests. The research recommended that the need to import trade through commercial banks under the control of the Central Bank, in addition to that projects do not grant exemptions and facilities than their desired service, raise awareness and fight the negative thoughts and the definition of the importance of traders import through commercial banks.
