اثر الثقافة في قيام الاتحاد المتوسطي

Abstract

مستخلص الدراسة إن فكرة التعاون القائم على أساس التجمعات الإقليمية لم تكن حديثة ، بل كانت تظهر بين الفينة والأخرى مشروعات إقليمية سواء كان ذلك على مستوى دول المغرب العربي أو المشرق العربي أو على مستوى الدول الأوربية والدول الأفريقية أو غيرها ، وربما كان التعاون المتوسطي او التقارب بين دول الساحل المتوسطي يصب في نفس الاتجاه ، حيث ظهرت عدة بوادر للتقارب بين ساحلي المتوسط منها ( 5 + 5 ) الذي ضم خمسة دول أوروبية مع خمسة دول مغاربية .

ان بعض المبادرات الأخرى مثل المبادرة الايطالية الاسبانية ، والمبادرة العربية لإنشاء منتدى للتعاون المتوسطي وغيرها من المحاولات ، وأخرها محاولة إقامة اتحاد متوسطي يضم كل دول الإتحاد الأوربي السبعة والعشرون والدول المطلة على البحر المتوسط من الساحل الجنوبي منه بحيث تكون مجموعة هذه الدول منظمة دولية تسعى إلي تحقيق مجموعة من الأهداف المعلنة وهي تحصيل المنفعة لدول شمال المتوسط وجنوبه من خلال النديّة والسعي إلى تنمية دول جنوب المتوسط ، فضلا عن الاندماج من أجل قضايا الأمن والبيئة والطاقة ومكافحة الهجرة السرية والجريمة المنظمة وإيجاد حلول لها وتطوير التعليم وتمويل المشاريع واستغلال الموارد الطبيعية وتبادل المنتجات. وقد تناولت الدراسة هذه الموضوع لأهميته فدراسة التكتلات الدولية بشكل عام قد حظيت باهتمام كبير من قبل بعض البحاث ، حيث أن الاتحاد المتوسطي يعتبر من المواضيع المهمة بالنسبة للمنطقة وخاصة في ظل الصراعات والتغيرات الدولية ، كما ان الاتحاد قد جاء بعد فشل بعض المحاولات السابقة ، لذا فانه يستحق البحث والتحليل ومعرفة مدى إمكانية نجاحه من عدمها . حاولت الدراسة من خلال تناولها لأثر الثقافة في أقامة الاتحاد المتوسطي الاستعانة بالمنهج التاريخي لأهميته في سرد بعض الوقائع ، وكذلك المنهج الوصفي ، والمنهج القانوني ، ومنهج دراسة الحالة ، ومن حيث الوسائل أو أدوات جمع المعلومات فإنها تستند على المصادر المكتبية كالوثائق ، والكتب ، والدوريات ، والصحف ، إضافة إلي شبكة المعلومات الدولية ( الانترنت ) . وأخيرا تم التوصل إلى مجموعة نتائج أهمها أن السمة الغالبة لاهتمامات دول شمال المتوسط نحو دول جنوبه هي الأطماع الاقتصادية من خلال عدة محاولات للحوار المشترك منها 5+5 ، 5+4 ، وغيرها ، وظهور فكرة مناطق النفوذ القديمة لأوروبا المتمثلة في دول المغرب العربي ومصر ، كذلك الخلافات العميقة بين دول جنوب المتوسط مثل مشكلة الصحراء الغربية ومشاكل الحدود وغيرها ، وأخيرا سعي أوروبا للاستقلال عن القرار الأمريكي خاصة بعد أحادية القطب ، لذا حاولت أوروبا ان تجعل لنفسها مكانة في المنطقة وان كانت لازالت تفتقد للقوة المؤثرة إمام التواجد الأمريكي القوي.

Abstract The idea of cooperation-based on regional groupings -is not new , as from time to time appeared regional projects , whether at the level of Western or Middle East countries , or at the level of European and African countries ,or other countries .Perhaps the Mediterranean cooperation or convergence between the Sahel Mediterranean, goes in the same direction , where appeared several signs of convergence between the two coasts of Mediterranean ( 5 + 5) , which included five European countries with five Maghreb countries , as well as some other initiatives such as the Italian and Spanish initiatives, and the Arab initiative to create a forum for cooperation between Mediterranean countries.....and other attempts .The most recently attempt was to establish a Mediterranean Union, which includes all the twenty-seven countries of the European Union, and the countries bordering the Mediterranean Sea ,from the southern coast of the Mediterranean so that these countries can form an international organization ,seeking to achieve a set of stated goals of a collection of benefit to the countries of North and South Mediterranean, through equality and the pursuit of the development of the southern Mediterranean countries , as well as.... integration for security and environmental issues , energy and the fight against illegal immigration , organized crime , to find solutions and to develop education and finance projects , the exploitation of natural resources and exchange of products. The researcher addressed this topic, because of its importance , as studies of international blocs in general has received considerable attention by some researchers , in addition to the fact that the Mediterranean Union is considered as one of the important topics for the region , especially in light of conflicts and international changes taking place , as the Union came after the failure of some previous attempts , so it is worth of some researches , analysis and knowledge of the possibility of its success. The researcher- through addressing the impact of culture in the establishment of the Mediterranean Union- tried to adopt the historical methodology, for its significance in narrating some facts, as well as the descriptive and legal methodologies , and case study approach. As for means, terms and data collection, it was based on gathering information from different sources; such as office documents, books, periodicals, and newspapers, in addition to the international information network (Internet). Finally, the researcher reached to some important results; most important is that ;the dominant feature of the concerns of countries north of the Mediterranean towards countries of south , is the economic ambitions development, through several attempts to dialogue , the most common of ( 5 +5.4+5), and others, and the emergence of the idea of old Europe spheres of influence, in the countries of Maghreb and Egypt, plus the privileged position of the countries the Mediterranean coast , as well as the deep differences between the southern Mediterranean countries , such as the problem of Western Sahara and the border problems , etc., and finally , Europe’s search for independence from the U.S. decision , especially after the single-pole world , so Europe tried to make a niche for itself in the area ,but it still lacks the influential power , within the strong American presence.
