Abstract

Abstract _ The research emphasized the danger which face the Arab World as a result of water issue and identified causes in the acute deficiency in the quantity of water in some areas and the increasing demand for its use for human pufposes and fmally the disputes which arise among upstream, along- stream and don-stream countries. _ In the Arab region the danger is even greater as it lies in the arid and semi-arid Zone and the fact that Arab‘countries have no control over most up-streams of the rivers which run in their lands. The research assented the‘ reality of these dangers and added that it is necessary to study these threats with the objective of formulating a unified Arab strategy to address the threats which confront their national security. To realize the objective of the study the researcher discussed the relationship between water and politics using an analytical methodology. Moreover, the research had dealt with the development of Arab- Zionist conflict using a summarized historical methodology since the emanation of the idea of creating this entity until it became a real fact and discussed the factors which led to the success of this idea. The study also tackled the relation of water with law and analyzed the development of the water legal precept since Paris agreement, 1914, up to the efforts of the UN to set forth a framework agreement to resolve all intemational water disputes through legal means. The Jews have planned- their water strategy before the rise of the state of Israel, then developed this strategy after the rise of their state as a-matter of fact. The basis of their vision depends on two elements: Land and water. The researcher confirmed the weakness of Arab coordination and the absence of a unified Arab strategy towards the issues of water.

The researcher discussed the impact of regional and intemational strategies on Arab water came to the conclusion that the policy of the World Bank, America and Turkey aim at protecting the interests of Israel without the least consideration for Arabs rights.
