Abstract

Abstract This research is a field study in the health insurance system and comparing between the Republics of Sudan and Egypt. The main objectives of the reseafch to identify the role of health insurance in support of achieving health for all. Well acquainted with the methods of financing, and become acquainted with the problems and obstacles in the health insurance experience, in addition to knowledge of health insurance contributions to economic and social activity and contribute to the dissemination of health awareness and insurance. The research problem lies in finding the causes and constraints of this experience in each of the Republics of Sudan and Egypt and find solutions to them, which is required to answer questions posed by the study: Does health insurance cover includes all members of society? What is the legislation? What are how they are funded and managed? What are the problems and obstacles facing the implementation of the experiment? Are the benefits provided by the health insurance system adequate? ls the level of medical services provided good? Are sufficient sources of funding? Are medical staff who works in the system satisfied's salary? The main hypotheses are: 1 - weak institutional funding has adverse effects, including the low level of health services provided by the health insurance system in the competent institutions. This leads to the lack of benefits in the health insurance system. 2 - Non-Satisfaction has a negative impact on the health insurance system.
