أثر التنمية غير المتوازنة على الصراع في ولايات دارفور خلال الفترة من 2003-2016م

Abstract

المستخلص يتناول هذا البحث أثر التنمية غير المتوازنة على الصراع في ولايات دارفور، وذلك خلال الفترة من (2003م - 2016م). ونبعت أهمية البحث من أن هنالك علاقة بين التنمية غير المتوازنة والصراع في دارفور. هدفت البحث إلى تحقيق عدة أهداف أهمها تحديد العوامل التي تؤثر على فاعلية المجهود التنموي في إدارة الصراع في دارفور، ومعرفة الأثار الناجمة من سوء توزيع منافع التنمية بين ولايات السودان المختلفة. تمثلت مشكلة البحث في أن الحكومة السودانية قد إستخدمت العديد من الأليات لإدارة الصراع في دارفور، الإ أن المجهود التنموي كألية من أليات إدارة الصراعات لم يحظى بالإهتمام الكافي للصراع في دارفور. فكان التساؤل الرئيسي في البحث – هل غياب برامج التنمية المستدامة أثر على الصراع في ولايات دارفور؟، وهل هنالك سياسات تنموية إتخذتها الدولة لإدارة الصراع في دارفور؟. تمثلت فرضيات البحث في أن غياب برامج التنمية المستدامة أثر على الصراع في ولايات دارفور، وكذلك هنالك بعض السياسات التنموية التي إتخذتها الدولة لإدارة الصراع في دارفور، وإتبع الباحث في هذا البحث عدة مناهج منها المنهج التاريخي لكشف العوامل التاريخية التي أسهمت في تشكيل الصراع في دارفور، والمنهج الوصفي بصورة عامة والمنهج التحليلي بالإضافة إلى بعض البيانات الإحصائية للوصول إلى النتائج المرجوة. توصل البحث إلى أن سياسات التباين التنموي بين ولايات السودان التي تبنتها الحكومات الوطنية المختلفة خاصةً الإنقاذ أدت إلى قيام صراعات مسلحة في كثير من مناطق السودان ومنها دارفور، وأيضاً هنالك إهمال واضح من قبل الدولة للقطاع التقليدي في دارفور. بناءً على النتائج التي تم التوصل إليها أوصت البحث على الحكومة المركزية العمل على الإهتمام بتوفير الخدمات في السودان وذلك بالتركيز على المناطق ذات الحاجة، والعمل على تقصير الظل الإداري لإدارة دولاب الدولة بأقل تكلفة. Abstract This Research deals with the impact of unbalanced development on the conflict in the states of Darfur from 2003 to 2016. The importance of research stems from the fact that there is a link between unbalanced development and the conflict in Darfur. The research aims to achieve several objectives, the most important of which is to identify the factors that affect the effectiveness of the development effort in managing the conflict in Darfur, and to know the effects of the poor distribution of the benefits of development among the various states of Sudan. The research problem has been that the Sudanese government has used many mechanisms to manage the conflict in Darfur, but the development effort as a mechanism for conflict management has not received sufficient attention to the conflict in Darfur. The main question in the research - is the absence of sustainable development programs impact on the conflict in the states of Darfur? Are there any development policies taken by the state to manage the conflict in Darfur? The research hypotheses that the absence of sustainable development programs have an impact on the conflict in the states of Darfur, as well as some of the development policies adopted by the state to manage the conflict in Darfur. The researcher followed in this research a number of methods including historical approach to uncover the historical factors that contributed to the formation of the conflict in Darfur, The descriptive approach in general and the analytical approach, as well as some statistical data to reach the desired results. The research concluded that the policies of development disparities between Sudan's states adopted by various national governments, especially the rescue, led to armed conflicts in many areas of Sudan, including Darfur, and there is a clear neglect by the state of the traditional sector in Darfur. Based on the results reached, the research is mentioned to that the central government work on providing services in Sudan by focusing on areas of need and working to reduce the administrative shadow of the administration of the state wheel at the lowest cost.
