الآثار الاقتصادية والبيئية لظاهرة النفايات الإلكترونية وكيفية معالجتها

تناولت هذه الدراسة الأثار الاقتصادية والبيئية لظاهرة النفايات الإلكترونية حيث تناولت هذه الدراسة في جانبيها النظري والتطبيقي دراسة الآثار البيئية والاقتصادية المترتبة عن التلوث الإلكتروني، ووجود تشريعات قوانين ولوائح التي تضمن حماية المستهلك من النفيات الإلكترونية المستورة من خارج الحدود ، وتمليك المستهلك الوعي الكامل والقدرة علي التعرف والتعامل مع النفايات الإلكترونية بحفظها بالطرق السليمة.

هدفت هذه الدراسة إلي اظهار معرفة الأضرار البيئية التي قد تنجم جرا الظاهرة من تلوث وأثارها علي الحياة الإنسان والحيوان والمصادر الطبيعية الأخرى من مياه والتربة، ومعرفة مدي الأثار الاقتصادية لظاهرة النفايات الإلكترونية ومدي الاستفادة من هذه النفايات بإعادة تدويرها واستخدامها و بيان مدي الاستخدام الأفضل للنفايات الإلكترونية من قبل شركات النفايات عموماً والتخلص منها بصوره سليمة ، التحقق من التشريعات والقوانين اللازمة التي تحمي المستهلك من الوقوع كضحية لتجارة النفايات الإلكتروني، اعتمدت الدراسة في منهاجيتها بشكل أساسي علي المنهج الوصفي التحليلي باستخدام أدوات المسح الميداني باختيارها عينة من 50 فرد تم توزيع عليهم استبيانات. أظهرت نتائج الدراسة أن معظم أفراد المجتمع مهتمين بالأمور المتعلقة بالبيئة، وأيضا أظهرت النتائج أن معظم أفراد المجتمع يروا أن دور الحكومة ضعيف في جانب الحفاظ علي البيئة وذلك في جانب وضع القوانين واللوائح، وجانب تنفيذ هذه القوانين والعمل بها، وجانب توعية المواطنين بأدوارهم في الحفاظ علي البيئة

حيث يري اغلب أفراد المجتمع أن برامج التوعية بقضايا البيئة وسط أفراد المجتمع ضعيف جداً وتحتاج إلي زيادة في جرعات التوعية وهذا يدل علي ضعف الدور الذي تقوم به منظمات المجتمع المدني التي تعمل في مجال حماية البيئة.

وأيضا ينقص الكثير من أفراد المجتمع المعرفة الكافية ولحدا ما بظاهرة النفايات الإلكترونية وذلك لأنها لم تأخذ حقها في الانتشار حتي الأن، وان التعريف بها في وسط المجتمع لم يلقي حظه بعد.

وأخيراً فقد خلصت هذه الدراسة إلى عدد من التوصيات أهمها التأثير علي الوعي البيئي لأفراد المجتمع، وذالك بإقامت ندوات وورش العمل للحفاظ علي البيئة من مشكلة التلوث، وايضاً اوصت بإيجاد بدائل ومنتجاتً صديقة للبيئة. كما اوصت بتشجيع الدولة للاستثمارات في مجالات جمع واعادة تدوير النفايات الالكترونية وذلك بإستقطاب شركات وشراكات مع القطاع الخاص والمنظمات الدولية التي تعمل في مجال حماية البيئة.

ABSTRACT

This study economic and environmental impacts of the phenomenon of e-waste where This study examined the sides of the theoretical and practical study of environmental impacts and economic implications for pollution-mail, and the existence of legislation, laws and regulations that ensure consumer protection e-waste electronic imported from outside the border, and ownership of consumer awareness of the full and the ability to recognize and deal with e-waste saved by peaceful means.

This study aimed to demonstrate knowledge of the environmental damage that may be caused on the phenomenon of pollution and its effects on the life of humans and animals and other natural resources of water and soil , and to know the extent of the economic effects of the phenomenon of e-waste and the utilization of these wastes recycled and used and the extent of making better use of e-waste by waste companies in general, and dispose of them properly , check the legislation and the necessary laws that protect consumers from falling victim to the Trade waste -mail, study adopted in the curriculum mainly on the descriptive analytical method using the tools of the field survey selected a sample of 50 individuals were distributed them questionnaires.

The results showed that most members of the community interested in matters concerning the environment , and also the results showed that most members of the community see that the role of the government is weak in the side of preserving the environment and in part the development of laws and regulations, along with the implementation of these laws and work out, and by the awareness of citizens to their roles in maintaining environment

Where a majority of members of the community outreach programs that environmental issues central members of the community is very weak and need to increase awareness in the doses and this shows the weakness of the role played by civil society organizations working in the field of environmental protection .

And also reduces a lot of members of the community sufficient knowledge and what an end to the phenomenon of e-waste because they did not take the right to spread so far and publicize it in the centre of the community did not cast his luck after .

Finally, the findings of this study to a number of recommendations, the most important influence on the environmental awareness of the community members , and the implementation of the piece seminars and workshops to keep the environment from the pollution problem , and also recommended finding alternatives and environmentally friendly products .

It also recommended the encouragement of State for investments in the areas of collection and recycling of electronic waste and by attracting companies and partnerships with the private sector and international organizations working in the field of environmental protection .
