دور الصناعات الصغيرة في تنمية الاقتصاد السوداني خلال الفترة(2000-2013م)

Abstract

المستخلص تناول البحثدور الصناعات الصغيرة في تنمية الاقتصاد السوداني، وتمثلت المشكلة في أن الصناعات الصغيرة تواجه بالعديد من المشكلات التي تحول دون تقدمها بالصورة المطلوبة إذ أنه يعاني من قصور التمويل وتخلف التقانات المستخدمة ومدخلات الإنتاج المحلية والعمالة الماهرة،وهدفت الدراسة إلى إلقاء الضوء على الوضع الحالي للقطاع الصناعي ككل مع التركيز على قطاع الصناعات الصغيرة كأداة فعالة ومجدية للإسراع بتحقيق أهداف التنمية الاقتصادية والاجتماعية وذلك بمضاعفة مساهمة قطاع الصناعة في الناتج المحلي الإجمالي في ظل تراجع معدلات التنمية الاقتصادية في معظم بلدان العالم، الأمر الذي يؤدى لزيادة أهميته في دفع معدلات التنمية عبر الاستفادة من تجارب وخبرات الدول المتقدمة في تفعيل دور مثل هذه المشروعات لتحقيق التنمية المنشودة. التركيز علي الاستثمار في مجال الصناعات الصغيرة يؤدي إلي تحقيق إحلال الواردات. وافترض البحث أن للصناعات الصغيرة دور في تحقيق التنمية الاقتصادية في السودان، كما أنها تلعب دوراً إيجابياً في زيادة الناتج المحلي الإجمالي والتجارة الخارجية وتوفير فرص عمل جديدة وتقليل معدل البطالة. وقد اتبع البحث منهج التحليل الوصفي لمعالجة البيانات والمعلومات التي تم جمعها عن موضوع الصناعات الصغيرة، وتوصل البحثلعدد من التوصيات أهمها: ان الصناعات الصغيرة تواجه عدة مشكلاتوالعقبات ظلتتواجهمسيرتها في السودان من التمويل وتخلف التقانات المستخدمة ومدخلات الإنتاج المحلية والعمالة الماهرةونقل الخبرات والتجارب من الدول المتقدمة التي تساهم في تطوير المشروعات الصغيرة. وقدم البحثعدد من التوصيات أهمها:ضرورة القيام بمسح صناعي شامل يتم تحديد الطاقات القائمة وحجم التمويل والاستثمارات في هذا المجال لتحديد احتياجاته من التمويل الرأسماليوالتشغيلي، ووضع السياسات الاقتصادية التي تؤدي إلى رفع معدلات الإنتاجبالصناعات الصغيرة ABSTRACT

This study included the contribution of the small industry in addressed economy of Sudan. The problem was the Retardation of the technologies used and the funding of local input and output and employment. The aim of the study is to point at the current situation for all industrial sectors and concentrate at the small industry as effective and fast way to achieve some goals of economics and social development and doubling the contribution of the industrial sector in gross domestic product. The research also highlight on one of the most important topics of concern to economists and scientists administration namely the study of small projects and their impact on economic development in the light of declining rates of economic development in most countries of the world, which will lead to increase the importance of development rate by taking advantage of the experiences of developed countries in the activation of the role of such these projects to achieve the desired development. The study came up with a number of results, including: a focus on investment in the field of small-scale industries to activate dependence on the developed countries through a policy of import substitution, the small industry sector proved to be one of the solutions to the unemployment crisis in the Sudan and decrease the performance of administrative cadres represents one the obstacles facing small enterprises in Sudan as well as the weakness of the means of the transfer of expertise and experience of the developed countries that contribute to the development of small enterprises. The study present the Recommendations the most significant is: The need to make comprehensive industrial survey to specify the existent capacity and the size of investment used and determine the needs for each sectors of the capital funding, operational and publish periodic interested in highlighting on the successful experiences of small industry, and guide youth to the way on how to choose their projects.
