الاستثمار في تكنولوجيا المعلومات ودوره في تحقيق التنمية المستدامة في الاقتصاد السوداني خلال الفترة 2008-2018م

Abstract

مستخلص تناول البحث الاستثمار في تكنولوجيا المعلومات ودوره في تحقيق التنمية المستدامة في الاقتصاد السوداني، وتمثلت مشكلة الدراسة في كيفية مساهمة الاستثمار في تكنولوجيا المعلومات والاتصالات في تحقيق التنمية المستدامة في الاقتصاد السوداني؟. هدف البحث إلى التعرف علي بيئة ومناخ ومتطلبات الاستثمار في تكنولوجيا المعلومات والاتصالات، التعرف علي اهمية الدور الذي يلعبه الاستثمار في تكنولوجيا المعلومات والاتصالات في السودان في تحقيق اهداف التنمية المستدامة، تحليل مناخ الاستثمار بالتركيز علي قوانين الاستثمار ودورها في توفير بيئة استثمارية جاذبة للاستثمار في تكنولوجيا المعلومات والاتصال، تحليل ودراسة واقع الاستثمار في السودان ووطبيعة الاستثمار في تكنولوجيا المعلومات والاتصالات، التعرف علي متطلبات اندماج الاقتصاد السوداني في اقتصاد المعرفة. استخدمت الدراسة الوصفي التحليلي. توصل البحث إلى عدة نتائج منها: يعتبر الاستثمار في تكنولوجيا المعلومات والاتصالات أحد أهم العوامل المساهمة في تحقيق التنمية المستدامة.هنالك فجوة حادة في مؤشرات الابتكار ومؤشرات المعرفة بين دول العالم والدول العربية بصفة عامة والسودان بصفة خاصة، أوصت الدراسة بزيادة الوعي الاستثماري في مجال ريادة الأعمال كمظهر عالمي خاصة في مجال التقنية وتوطين التكنولوجيا يتطلب دعم وتشجيع القطاع الخاص السوداني، زيادة الاهتمام بالعنصر البشري وتدريبه وإكسابه المهارات التقنية ومن الضرورة بمكان زيادة نسبة الإنفاق على التعليم والبحث والتطوير، تطوير المؤسسات المالية والبنوك والإدارات المالية بالشركات وهيئات الاستثمار للعمل على أسس رقمية فورية مع مساندة الشركات في عملية إعادة الهندسة والتحول إلى النظم المالية الإلكترونية.

Abstract The study dealt with investment in information technology and its role in achieving sustainable development in the Sudanese economy. The problem of the study was how does investment in information and communication technology contribute to achieving sustainable development in the Sudanese economy? The study aimed to identify the environment, climate and requirements for investment in information and communication technology, to identify the importance of the role that investment in information and communication technology plays in Sudan in achieving sustainable development goals, to analyze the investment climate by focusing on investment laws and their role in providing an attractive investment environment for investment in information technology. And communication, analysis and study of the reality of investment in Sudan and the nature of investment in information and communication technology, identifying the requirements for the integration of the Sudanese economy into the knowledge economy. The study used descriptive analytics. The study reached several results, including: Investment in information and communication technology is one of the most important factors contributing to achieving sustainable development. There is a sharp gap in the indicators of innovation and indicators of knowledge between the countries of the world and the Arab countries in general and Sudan in particular. The study showed that the private sector in Sudan enjoys an interest The state, which guarantees him complete freedom to practice economic activity in all economic sectors, and it is a qualified sector. The study recommended increasing investment awareness in the field of entrepreneurship as a global aspect, especially in the field of technology and technology localization that requires support and encouragement of the Sudanese private sector, increasing interest in the human element, training and providing technical skills, and it is necessary to increase the percentage of spending on education, research and development, development of financial institutions, banks and corporate financial departments and investment authorities to work on an immediate digital basis while supporting companies in the process of re-engineering and switching to electronic financial systems..
