أثر تكنولوجيا نُظم المعلومات الإدارية في اتخاذ القرارات بالتطبيق على ديوان الضرائب بالسودان (2010-2020م)

Abstract

المستخلص تناول البحث أثر تكنولوجيا نظم المعلومات الإدارية في اتخاذ القرارات وذلك بدراسة حالة ديوان الضرائب الخرطوم، فتكنولوجيا نظم المعلومات لها الدور الكبير في اتخاذ القرارات الإدارية، ولكن رغما عن توفر الآليات المطلوبة إلا أن المعلومات الناتجة عن ذلك ضعيفة لا تحقق المراد فما هو دور تكنولوجيا المعلومات في اتخاذ القرارات وما أثر عدم الاستفادة التامة من الوسائل التكنولوجية المتطورة. فكانت أهمية البحث لمعرفة ما تضيفه تكنولوجيا نظم المعلومات في مساعدة الإداريين على اتخاذ القرارات الصحيحة، ويستمد البحث قوتة من مجال التطبيق و التطور الذي يشهده مجال المعلومات الحديثة. هدف البحث الى المساهمة في تكوين اطار نظري في مجال تكنولوجيا نظم المعلومات بشكل يمكن المدراء في هذه المنظمات من الاستفادة منه لتطوير معارفهم في هذا المجال وامكانية اتخاذ القرارات الإدارية والمالية، وامكانية الاستفادة من تكنولوجيا المعلومات الحديثة في تطوير انظمة الديوان. قامت الدراسة على خمس فرضيات تناولت العلاقة ذات الدلالة إحصائية بين الأجهزة و اتخاذ القرارات الإدارية بديوان الضرائب في السودان، وهناك علاقة ذات دلالة إحصائية بين البرمجيات و اتخاذ القرارات الإدارية، كما أن هناك علاقة ذات دلالة إحصائية بين شبكات الاتصال و اتخاذ القرارات الإدارية،والموارد البشرية واتخاذ القرارات، وقواعد البيانات واتخاذ القرارات بديوان الضرائب. أظهرت نتائج الدراسة أن ديوان الضرائب أستطاع أن يوفر مستوى جيد من الأجهزة والبرمجيات التي ساعدت على توفير معلومات جيدة مكنت المدراء من اتخاذ القرارات السليمة و في الوقت المناسب، فكان تطبيق البرمجيات له الأثر الواضح لدى الإدارة عند اتخاذ القررات، كما أظهرت الدراسة أن ديوان الضرائب أصبح يمتلك نظام شبكات اتصال جيد من خلال الإمكانيات المادية وذلك من خلال استجلاب أحدث تقنيات الإتصالات والشبكات التي مكنت من ربط إدارات الديوان المختلفة وعمل ربط شبكي مع مؤسسات القطاع العام والخاص. وذلك بضمان إستمرار تدفق المعلومات ين الإدارات والجهات الخارجية والمستخدمين داخل وخارج الديوان والأهتمام بتدريب المهندسين العاملين في مجال الشبكات بصورة دورية، إستخدام الحاسوب والتطبيقات ساهم في تحديد حاجة الديوان من الموارد البشرية وكيفية الأهتمام بالعاملين في ديوان الضرائب وتوفير فرص التدريب الداخلي والخارجي المناسب. أوصت الدراسة أن يكون ديوان الضرائب على صله دائمة بالتطور التكنولوجي الحديث في مجال الأجهزة والبرمجيات وتوفير هذه التقنيات جودة المعلومات المتحصل عليها والتي تساعد المدراء في اتخاذ القرارات الإدارية، على ديوان الضرائب الأهتمام بنظام الشبكات وربط شبكات الديوان بالجهات التي لها دور في توفير الملومات، الأهتمام بالتدريب الداخلي والخارجي لخلق بيئة عمل مناسبة . ABSTRACT The study addresses the impact of Management Information Systems Technology on decision-making, through a case study of Sudan Taxation Chamber - STC, Khartoum, the information systems technology plays a crucial role in the managerial decision-making, despite the availability of the needed mechanisms, the generated information is limited and does not achieve the goals, so what is the role of information technology in the decisions making and what is the impact of not taking full advantage of advanced technological means. The importance of this research is to identify what information technology can add to help managers to make the right decisions. The research derives its strength from the field of implementation and development witnessed by the field of modern information The research aims at contributing to the development of a theoretical framework in the field of information systems technology in a way that enables the managers in these organizations to benefit from it to develop their own knowledge in this field and the possibility of making managerial and financial decisions, and of benefiting from modern information technology in the development of the STC's systems. The study developed five hypotheses that dealt with the statistically significant relationship between the hardware and managerial decision-making in the STC, and there is a statistically significant relationship between the software and the managerial decision-making, as well as statistically significant relationship between communication networks and managerial decision-making, also between human resources and decision-making, and likewise between databases and decision-making at the STC. The findings of the research showed that the STC managed to introduce an advanced level of hardware and software that helped in providing good information that enable managers in making sound decisions in a timely manner, the application of software had a clear impact on management when making decisions. The study also showed that the STC has a good communication network system through the financial capabilities, by introducing the latest communication and networking technologies, which enabled networking between various STC Administrations and networking with other bodies of the public and private sectors. This is by ensuring the information flow continuity among STC Administrations, external bodies, and users inside and outside the STC, and the interest in training engineers working in the field of networks on a regular basis.
