أثر العقوبات الأمريكية على الإستقرار السياسي فى السودان (فى الفترة من 2011-2020م)

Abstract

المستخلص تناولت البحث أثر العقوبات الدولية على الاستقرار السياسي فى السودان فى الفترة بين (2011- 2020)م, تكمن أهمية البحث فى أنه يحاول الوقوف على العلاقة بين الولايات المتحدة والسودان والعقوبات الدولية التي فرضت على السودان، وفى كونها اضافة جديدة لحقل الدراسات السياسية والاقتصادية والعسكرية وكذلك ترض الدور الذي لبته تلك العقوبات فى الحراك السياسي الحالى فى السودان . وتتمثل مشكله البحث فى دراسة نوع العلاقة بين السودان والولايات المتحدة الامريكية حيث أثرت العقوبات على الاستقرار السياسي فى السودان بكثرة النزاعات والحروب الاهلية التي عانى منها السودان ومازال يعاني، والتدهور الاقتصادى حيث انتشر الفقر والبطالة والعجز المصرفى مما ادي الى ضائقة معيشية فى البلاد . انطلقت الدراسة من فرضية مفادها أنه ومنذ تولى حكومة الانقاذ الحكم فى السودان تدهورت العلاقة بين الولايات المتحدة والسودان بسبب ما إنتهجته الحكومة من سياسات تتعلق بالتوجه الحضاري والاعتماد على الذات ومعاداة الغرب ومصادقة الانظمة الغير مرغوب فىها . استخدمت الدراسة عدة مناهج منها المنهج التاريخي لدراسة خلفىه تاريخية للعلاقة بين البلدين وايضا المنهج الوصفى لمحاوله تقديم وصف تفصيلي لفترة فرض العقوبات وتسلسل لهذه العقوبات وايضا المنهج القانوني للوقوف على الجانب القانوني لهذه العقوبات . توصلت الدراسة لعدة نتائج منها تاثير القطاع الاقتصادي وكافة الجوانب المالىة والمصرفىه حيث عاني السودان من التضخم فى الاسعار والعجز المصرفى والضيق المعيشي مما ادي الى تدهور الاقتصاد السوداني ، كان لها اثار سياسية سالبه على النظام السياسي الداخلي حيث تزايدت مشكله الاندماج الوطني وإنفصال الجنوب, وكان للعقوبات دور اساسي فى فرض عزله سياسية على السودان عن المجتمع الدولي . خرجت الدراسة بتوصيات منها العمل على بناء نظام إقتصادي يقوم بمعالجة كافة المشاكل لتحسين الوضع المعيشي والنهوض بالنظام الاقتصادي فى السودان وبناء علاقات إقتصادية وتبادل تجاري مع جميع الدول، فتح باب الحوار السياسي مع كافة الاحزاب السياسية وقوي المجتمع السوداني للوصول لحل مشاكل السودان الاداخلية وبناء نظام سياسي يتكون من كافة فئات المجتمع السوداني .

Abstract The research dealt with the impact of international sanctions on political stability in Sudan during the period (2011-2020 AD). It demonstrates the role played by those sanctions in the current political movement in Sudan. The problem of the research is to study the type of relationship between Sudan and the United States of America, where the sanctions affected the political stability in Sudan with the abundance of conflicts and civil wars that Sudan suffered from and is still suffering, and the economic deterioration where poverty, unemployment and bank deficit spread, which led to hardship in the country. The study started from the hypothesis that since the Salvation Government assumed power in Sudan, the relationship between the United States and Sudan deteriorated due to the policies adopted by the government related to civilized orientation, self-reliance, hostility to the West, and befriending undesirable regimes. The study used several approaches, including the historical approach to study the historical background of the relationship between the two countries, as well as the descriptive approach to try to provide a detailed description of the period of imposing sanctions and the sequence of these penalties, as well as the legal approach to stand on the legal aspect of these penalties. Where the study reached several findings, including the fluctuation of the US-Sudanese relations, as the international sanctions on Sudan affected negative effects, including the deterioration of Sudanese relations with the regional and international neighborhood. The study came out with recommendations, including doubling diplomatic efforts to improve the relationship between the two countries, working on the development of Sudan's relations with regional and international neighboring countries, by opening the door to dialogue with neighboring countries.
