أساليب الإنتخابات فى الأنظمة الديمقراطية

Abstract

مستخلص البحث تنبع أهمية الدراسة من كونها تهدف إلي معرفة النظم الديمقرايطة فى العالم من حيث المفهوم والأهداف والوسائل والنظم الانتخابية فى السودان غاياتها وأنواعها وأهدافها بالاضافة الى مستقبل النظم الانتخابية فى السودان بعد انفصال جنوب السودان . يقدم البحث تعريف مفهوم للنظم الديمقراطية مستعرضاً نشأتها وتطورها ودراسة صورها التى تمارس بها السلطة والتعرف إلى أهداف النظم الديمقراطية وطبيعة وسائلها ومدى تطبيق هذه الوسائل بإعتبارها وسيلة لإسناد السلطة . كما تناولت الدراسة النظم الانتخابية فى السودان مركزة على تعريف هذه النظم وأهدافها وأنواعها موضوحة معايير تصنيف النظام الانتخابي وأهدافه فى السودان . كما حاولت الدراسة معرفة مستقبل النظام الانتخابي فى السودان بعد إنفصال دولة جنوب السودان مستعرضاً أثر واقع دولة السودان بعد إنفصال الدولة الوليدة على الانظم الانتخابية موضحاً معايير وأهداف النظام الانتخابي محاولاً التعرف على مستقبل النظام الانتخابي فى دولة السودان . كما يسعى البحث لابراز معايير وأهداف النظام الانتخابي فى دولة السودان وإمكانية قيام نظام إنتخابي يؤسس لقيام ديمقراطية فى دولة السودان يهتدى بواقع السودان بعد إنفصال دولة جنوب السودان . تأسست الدراسة على فرضية تكامل مجموعة من العناصر مثل الثورة الصناعية فى أوروبا وبروز الطبقات الجديدة فى اوروبا فى ابراز فكرة الديمقراطية باعتبارها نسقاً لإدارة شئون الدولةوأن ثمة اتفاق على أن الانتخاب هو المصير المعبر الاساسي لممارسة الديمقراطية وأن إشكاليات النظام الانتخابي فى السودان لا يمكن فصلها بأى حال من الأحوال عن الإطار السياسي العام الذى اتصف بسمة لأستقرار السياسي وأن معالجته تكمن فى تفصيل القوانين وضبط السلوك العام . توصلت الدراسة من خلال ذلك إلى أن قيام نظام ديمقراطي فى السودان يحتاج إلى نظام إنتخابي عادى يستهدى بواقع السودان الجغرافي والاجتماعي فى تصنيف معايير هذا النظام لأجل تحقيق العدالة الاجتماعية والمشاركة السياسية والاستقرار الأمني والسياسي . لذلك أوصت الدراسة بضرورة تبني نظام انتخابي عادل وشامل من أجل تحقيق الأمن والاستقرار والعدالة وقيام ديمقراطية حقيقية فى السودان تنار رضا الجميع وذلك بتبني نظام الانتخاب المختلفط بعد إضافة بعض اتلعديلات إليه لما يحققه من تمثيل شامل للناخبين . Abstract The importance of the study of the aims being to know Aldemaqraath systems in the world in terms of the concept and the goals and the means and electoral systems in the Sudan and the types of goals and objectives as well as the future of electoral systems in Sudan after the secession of southern Sudan.
