اثر التطوارات الاقتصادية والاجتماعية في المجتمعات النازحة

Abstract

المستخلص يعزي سبب النزوح في ولاية النيل الأزرق إلي الحرب الأهلية في جنوب السودان ففي العام 1986م هاجم الجيش الشعبي لتحرير السودان الأجزاء الجنوبية والجنوبية الشرقية من الولاية في كل من يابوس , الكرمك وقيسان مما أدي إلي نزوح مئات الأسر التي كانت مستقرة في تلك المناطق, إلي مناطق أخرى أكثر أمناً بالقرب من مدينتي الروصيرص والدمازين . وبعد أن استعادت الحكومة تلك المناطق التي كانت تسيطر عليها قوات الجيش الشعبي رجع العديد من النازحين إلي أراضيهم ، وفي عام 1997م هاجمت قوات التحالف الوطني نفس المناطق ، فاضطر سكان هذه المناطق إلي النزوح مره آخري. تكمن مشكلة البحث في معاناة النازحين في مدينة الدمازين من نقص الخدمات الأساسية ، وعدم وجود الدعم من قبل الحكومة والمنظمات الدولية والمحلية التي تعمل في هذا المجال . هدفت الدراسة الى تسليط الضوء علي بعض المشاكل التي تواجه النازحين بمدينة الدمازين وتفترض الدراسة أن مجتمعات النازحين تتأثر بما حولها من متغيرات اقتصادية واجتماعية ،كما تفترض غالبية أسباب النزوح ترجع إلي انعدام الأمن في تلك المناطق . خلُصت نتائج الدراسة إلي أن هنالك بعض التغيرات الواضحة في الوضع الاقتصادي للنازحين . تشمل هذه التغيرات انخفاض دخل الأسر نتيجة لقلة فرص العمل وعدم وجود الأصول الثابتة كالأراضي الزراعية والثروة الحيوانية . وأيضاً هنالك تغيرات في الحياة الاجتماعية للمجموعات النازحة وذلك بتقليص دور الادارة الأهلية وزيادة فرص الحصول علي الخدمات الأساسية ورغبة المجموعات النازحة في الاستقرار في الدمازين . توصى الدراسة بضرورة توفير الخدمات الأساسية وفرص العمل للنازحين وتشجيع العودة الطوعية وأتاحة فرص اكبر للمنظمات التي تعمل في هذا المجال ، وتشجيع البحوث والدراسات المختلفة التي تخدم قضايا النزوح . Displacement at Blue Nile State was due southern Sudan civil war in 1987 .the Sudan people liberation movement Army (splam/A) had attacked the southern and the Southern Eastern parts of the state at yabous,kurmuk and gisan Areas .the situation led the displacement of hundreds of families and they settled in safe areas near the town of Damazine and Rusearis.

After government had take control occupied areas ,many numbers of displaces people were returned to their home lands.In1997, both of the splm/A and National Alliance Forces (NAF)attacked for the second time the same areas in addition to Eastern parts of Rusearis locality (kadalo and occupied in for long time )

The problem statement of the study is the displaced people at Damazine town had suffered from the lack of the basic social needs and they were not get any support from the government ,local and international organization that work in field of displacement .The reason behind this is the people were not settled in camps to access such service as it provided in Bakori and Buleng .

The main objectives of the study the lights on some of the problems that faced displaced people at Damazine town . And to know if there are any economical and social town formation affect on .This study assume that displaced communities in Damazine towns are isolated and cohesive in nature and they don’t affect with any economical and social changes. Also the study assumes that the displaced communities have their own culture and social be live which differ from the other ones of the population of Damazine for this reason they faced with difficulties to integrate in the economical and life in town.

The study applied the descriptive analytical methodology where the data collection depends both primary sources and secondary ones .The findings of the study are that there are some change on the economical situation of the displaced groups . such changes can be show in the reduction of the households income due to lack of job part unities and the lack of fixed assets such as the agricultural lands and livestock

Also study get some the social transformation which include integration of the displaced community with the population of Damazine reducing the role of Native Administration ,increasing access of basic social services and the desire of the displaced people to settle in Damazine .

The study recommended provision of basic social needs creating job opportunities for the displaced encouraging researches the work in field of displacement and benefit from the different experiences in the field response to displacement issues.
