حوسبة نظام المشتريات بالمؤسسات الحكومية (بالتطبيق على قسم المشتريات بهيئة الجمارك السودانية)

Abstract

المستخلص تمثل المعلومات عنصراً هاماً وموردا استراتيجياً تعتمد عليه المؤسسات وذلك بالاعتماد على نظام معلوماتي يساعدهم في اتخاذ القرار، ومؤسسة كبيرة مثل الجمارك السودانية تحتاج الى نظام محوسب يساعد في عملية إدارة قسم المشتريات وإدارة الطلبات والفواتير التي تتم بواسطة هذا القسم ، والذي يساعد في اتمام الإجراءات بسرعة وبأقل جهد. تكمن المشكلة في ضياع الزمن والجهد في عملية إدارة قسم المشتريات في هيئة الجمارك بسبب كثرة الفواتير والطلبيات وايضا صعوبة الحصول على التقارير الأنية عن سير العمل في القسم وبالتالي صعوبة إتخاذ القرار لدى الإدارة، ويهدف البحث الى إيجاد نظام متكامل يساعد في عملية ادارة قسم المشتريات بكفاءة عالية ويؤدي الى توفير الوقت والجهد على الادارة من جهة وادارة الجمارك بصفة عامة وتوفير قواعد بيانات آمنة تخزن فيها المعلومات والبيانات الأساسية وحماية المستندات من الضياع والتلف وتسهيل عرض التقارير الدورية عند الحاجة عن العمليات المختلفة الخاصة بالمستفيدين أو الجهات التي يتم اكمال عمليات الشراء لها . تم استخدام التحليل بإستخدام الكينونات وتحديد العلاقات بينها واستخدام لغة SQL في تصميم قواعد البيانات وواجهات النظام بلغة فيجوال بيسك Visual Basic وتصميم التقارير باستخدام الكريستال ريبورت Crystal Report. تم الحصول على عده نتائج من أهمها ان النظام يوفر الكثير من الوقت والجهد في إدارة قسم المشتريات وتوفير الطلبيات وساعد في عملية اتخاذ القرارات بفعالية عالية وبأقل مجهود ممكن ، ومن التوصيات التي خرج بها البحث هي ربط الموقع من خلال موقع الويب الخاص بالجمارك ليتم عبره التعامل مع قسم المشتريات في اي زمان ومن اي مكان بسهولة ، وتعميم النظام على جميع اقسام المشتريات بادارات الجمارك المختلفة بالولايات الاخرى .

Abstract Information is an important element and a strategic resource on which institutions rely, based on an information system that assists them in making decision, and a large institution, such as the Sudan Custom, needs a computerized system to assist in the management of the procurement department and to manage requests and invoices made through the department. This helps to complete the procedures quickly and with minimal effort. The problem lies in the loss of time and effort in the process of managing the procurement department in the Customs Authority because of the large number of bills and orders, as well as the difficulty of obtaining immediate reports on the progress of work in the department and there for the difficulty of decision making in the department. The research aims to find an integrated system that helps in the process of managing the procurement department with high efficiency and leads to saving time and effort to the administration on the one side and to the Customs Administration in general, providing secure databases in which basic information and data are stored, protecting documents from loss and damage, and facilitating the presentation of periodic reports when needed about various operations For the beneficiaries or the entities for which the purchases are to be completed. Analysis using entities , determining relationships between them, using SQL in designing databases and system interfaces in Visual Basic, and designing reports using Crystal Report. A number of results have been obtained, the most important of which is that the system provides a lot of time, effort in the management of the procurement department of orders and helped in the decision-making process with all the efficiency, high efficiency and the least effort possible.One of the recommendations of the research is linking the site through a customs website through which the Department of Purchasing Department at any time and from any place easily, Circulating the system to all procurement departments in the various customs departments in other states.
