Abstract

المستخلص: - يتناول هذا البحث مراكز التنمية الاجتماعية ودورها في تنمية المجتمعات المحلية بولاية الخرطومحيث العدد الكبير لمراكز التنمية الاجماعية ولا تظهر أثار ملموسة للتنمية المحلية بالمجتمعات المحلية وهذا ماشجع الباحث للوقوف على مستوي مراكز التنمية الاجتماعية في تنمية المجتمعات المحلية والوقوف على العوامل التي تقف عائقاَ امام مراكز التنمية الاجتماعية في تحقيق أهدافها حيث تم اختيار مركز الحارة (38) محلية أم بده عينة البحث.حيث هدفالبحث بصورة أساسية على أدوار مراكز التنمية الاجتماعية ومدى تحقيقها لعملية التنمية بالمجتمعات المحلية، استخدم الباحث المنهج الوصفي وذلك بوصف ما هو كائن ومن ثم تفسيره ومعرفة الأثار الاجتماعية والاقتصادية والسياسية المترتبة على أدوار مراكز التنمية الاجتماعية في عملية التنمية، وقد تم أخذ عينة حجمها (80) مفردة من مجتمع البحث حول مركز التنمية الاجتماعي موضوع البحث وذلك عن طريق العينة القصديةواستعان الباحث بعدد من أدوات جمع البيانات والمعلومات تمثلت في الاستبيان والملاحظة والمقابله،وتمت معالجة بيانات البحث عن طريق الحزمة الإحصائية في العلوم الاجتماعية (spss) توصلالبحث إلى مجموعة من النتائج أهمها : أنالوضع الحالي لمراكز التنمية الاجتماعية لا يحقق عملية التنمية الاجتماعية المطلوبة لعدم تفعيل خطط التنمية المحلية بهذه المراكزالاجتماعية، بالإضافة لعدم اكتمال الهيكل الأداري بالمراكز الاجتماعية، وعدم وجود لائحه تنظيمية مجازة من قبل المجلس التشريعي بولاية الخرطوم، كما اوصيالبحث بضرورة اكمال الهيكل الإداري بمراكز التنمية الاجتماعية، وإعادة التخطيط لعملية البرامج والأنشطة التي تنفذها مراكز التنمية الاجتماعية باعتبارها غير مواكبة لعملية التنمية في الوضع الراهن.

Abstract This study explores the role of social development centers in the development of local communities in Khartoum state against the backdrop off the large number of such centers and the little impact they are making in terms of developing those local communities. This obviously has encouraged the researcher to investigate work of those centers and identify what kind of impact they are making on those communities from a development perspective In addition to identifying factors that impede work of the centers and prevent them from realizing their set goals. The social development center for district 38, Umbada, has been used as the study sample. Hence the center’s activities have been the main focus of the study and to what extent it has been able to achieve its goals at the level of the local communities The descriptive approach has been used in this study to describe the current situation and there on interpret and identify the social economic and political effects induced by role of such centers in terms of realizing Development. The whole sample for the study included 80 persons from the study group represented by residence around the center subject of the study.The sample was in the form of a random simple one.The researcher made use of a number of tools for collecting data and information including questionnaires, interviews and observations.Data collected has been processed by means of the SPSS program and the study has arrived at a number of outcomes, the most important of which include that the current situation will not help in realizing the required development for the community studied due to non-activation of social development plans at the level of those centers. Additionally,adminisrative structures at the level of those centers are not complete and there’s a lack of regulations for organizing work of the centers approved by the legislative Council for Khartoum state. Hence, the study recommends that adminisrative structures should be completed and activities and programs implemented by the centers should be replanted.
