العوامل المؤثرة على أداء المؤسسات العامة في السودان

Abstract

مستخلص الدراسة يهدف هذا البحث إلى دراسة العوامل المؤثرة على أداء المؤسسات العامة في السودان مع التعرف على موقف الأداء فى شركة مواصلات الجزيرة وإبراز المشكلات التي تعيق الأداء فى هذه الشركة حيث أن الشركة أنشئت لأهداف خدمية . نجد أن الجوانب الإدارية من اهم الاسباب التي أدت إلى تدنى الأداء فى الشركة كما أنها واجهت عدة صعوبات فى التمويل وقد اعتمدت الشركة منذ نشأتها على القروض ، وكذلك أثرت الضرائب الباهظة على ربحيتها وبالتالي على أدائها، كما كان للمنافسة الشديدة من قبل الشركات الأخرى دور فى هذا التدني . وقد خلص الباحث فى نهاية بحثه إلى عدة توصيات تتعلق بشركة مواصلات الجزيرة والمؤسسات العامة منها : - ضرورة تجديد اسطول شركة مواصلات الجزيرة حتى يستطيع أن ينافس الشركات الأخرى كذلك لابد من بيع بعض أصول الشركة لمقابلة التزاماتها المالية من قروض وخلافه وعلى الشركة ايضاَ الاستعانة بنظم التكنلوجيا الحديثة حتى يتسنى لها مواكبة التطور ، وكذلك ضرورة توفير ضمانات استثمار ملائمة لتشجيع رؤوس الأموال الأجنبية للولوج في هذا المجال وكذلك توفير سياسات ضريبية مرضية حتى تؤدى إلى إنعاش هذه المؤسسات العامة ، كذلك تسعى وزارة النقل المواصلات إلى اتجاه إصلاحي وليس القيام بخصخصة هذه المؤسسات . Abstract

This research aims to study the factors that affect the problem of public foundations in Sudan, with knowledgeable and performance in Gezira public transportation to know the difficulties that hindered the development of the company.

1. The internal management unit played the major part in ending up the company activities.

2. The company has also faced financing problems

3. Again the Comp depended largely on loans

4. Large taxation affects the income profits actually reduced development in all sections of the comp.

5. Good standers of work-in other Transportation company added much to the downfall.

6. The study investigator has come up with the following comments :-

a. The General Transportation Company together with other Transportation company must be able to renew a good part of their serving buses so as to improve the standers of the services.

b. Much better bus insets protective laws must be introduced into the country to bring in foreign lean funds to help in exciting economic al national development.

c. Problems of abnormal taxation must be managed to activate the movement of development required in the country.

At is noticed that the ministry of transport is trying to stop the action of reducer the working hands in all government at establishment and find some new ways of improvement
