أثر استخدام نظام العلامات المتوازنة في تقييم المشاريع الصناعية 2015-2016 دراسة حالة الشركة العامة للصناعات النسيجية والجلدية – مصنع الصناعات الصوفية بغداد - العراق

Abstract

مستخلص تعتبر دراسة وتقييم أداء المشاريع الصناعية من بين الأمور الأساسية والمهمة والتي تحظى باهتمام الحكومات والعاملين في هذا المجال والاقتصاديين في جميع بلدان العالم، وأن سر هذا الاهتمام يعود إلى الدور المتزايد من حيث الأهمية التي تضطلع به المشروعات الصناعية في عملية تحقيق أهداف وخطط التنمية الصناعية والتنمية القومية الشاملة في المجالات الاقتصادية والاجتماعية. تتمثل مشكلة البحث في أن هنالك قصور في استخدام نظام العلامات المتوازنة في تقييم المشاريع الصناعية، حيث أن اتخاذ القرارات المبنية على دراسة شاملة وعلمية تؤدي إلى أتخاذ قرارات اكثر نجاحاً في تحقيق الأهداف المحددة، وتهدف الدراسة إلى الخروج بمجموعة من النتائج التي من شأنها أن تساهم في أيجاد نظام شامل لتقييم الوحدات الاقتصادية ، اتبع الباحث المنهجين الوصفي لتغطية الجانب النظري من خلال الاطلاع على الكتب والرسائل والدوريات العربية والأجنبية ذات العلاقة بموضوع البحث والمنهج التحليلي يستخدم لغرض ربط الجانب النظري للدراسة بالواقع العملي التطبيقي من خلال تحليل البيانات المتعلقة بالشركة ، ومن أهم نتائج الدراسة أن انتشار نظام العلامات المتوازنة يساعد في توفير معلومات مفيدة ويساهم في إعطاء صورة واضحة وشاملة ودقيقة عن فاعلية أداء الوحدات الاقتصادية ولجميع المحاور ( المالية ، العملاء ، العمليات الداخلية ، التعـلم والنمو) كذلك يساعد في صياغة وتنفيذ ووضع الأهداف الاستراتيجية. وبناءاً على هذه النتائج كانت التوصية انه يجب على الشركات الصناعية عدم التركيز على البعد المالي بشكل مفرد دون الاهتمام بالأبعاد الأخرى، وذلك من خلال استخدام التقنيات الحديثة وتطبيق نظام العلامات المتوازنة في المصنع.

Abstract The study and industrial projects evaluation is one of the most important aspects of governments interest, also of practitioners and economists all over the world, the secret of this interest relates to the increasing role according to the signify cant of industrial projects of goals achieving and the plans of industrial progress , as wall as the national progress in the Economic and social fields. The problem of the research explores that there is a lack of use of using a Balanced signals System in industrial projects evaluating, which a decision-making based on a comprehensive and scientific study which results to a successful decisions making in achieving the specific goals, the study aims to conclude a group of results to contribute in finding a comprehensive system to evaluation the economic units, the researcher follow the two descriptive methods to cover the theoretical aspect through reviewing the books, theses, the Arabic and foreign perioclicals, which relates to research title, and the purpose of analytical approach is used to link the theoretical aspect of study with the practical reality through Analyzing the concormed data of plant, one of the most important results of study is spreading the balanced signals system helps of providing a useful information and contribute of giving a clear comprehensive and precise picture about the activity of economic units performance, and all the field (financid, clients, internal processes, learning and growth).also helps of framing and pulting a strategical goals, a according to these results the recommendation were that the industrial companies should not focus on the financial dimension individually without the interest of other dimensions, through the using of modern technologies and applying the balanced signals system in the factory.
