أثر الاستثمار الأجنبي المباشر على الاداء الاقتصادي في العراق للفترة (2000-2015)

Abstract

المستخلص تعتبر دراسة الاستثمار الأجنبي المباشر من بين الأمور الأساسية والمهمة والتي تحظى باهتمام الحكومات و العاملين في هذا المجال و الاقتصاديين في جميع بلدان العالم، و أن سرد هذا الاهتمام يعود إلى الدور المتزايد للاستثمار الأجنبي المباشر من حيث الأهمية في زيادة واردات الدولة و في التنمية الصناعية و التكنولوجية و التنمية القومية الشاملة في المجالات الاقتصادية و الاجتماعية. تتمثل مشكلة البحث في عدم كفاية الموارد المالية المحلية اللازمة لتمويل عملية التنمية الاقتصادية في العراق، مما يضطرنا الى اللجوء الى الموارد الأجنبية لسد الفجوة في الموارد المحلية و خصوصاً الاستثمارات الأجنبية المباشرة. تمثلت اهمية البحث فى اضافة مادة يمكن ان يستفاد منها الطلاب والباحثين فى مجال الاستثمار الاجنبى المباشر يهدف البحث الى تبيان الآثار المختلفة لتدفقات الاستثمار الأجنبي المباشر في الأداء الاقتصادي فى العراق، و الخروج بمجموعة من النتائج و تقديم التوصيات التي من شأنها أن تساهم في تقويم الأداء الاقتصادي مع وجود استثمارات اجنبية مباشرة، تحقيقاً لأهداف الدراسة و اختبار فرضياتها اتبع الباحث المنهج الوصفي لتغطية الجانب النظري من خلال الاطلاع على الكتب و الرسائل و الأطروحات و الدوريات العربية و الأجنبية ذات العلاقة بموضوع البحث، و من أهم نتائج الدراسة هي ان الاستثمار الأجنبي المباشر يمثل مصدرا أساسيا لزيادة الناتج القومي و كذلك نقل التقنيات الجديدة و الانفتاح للعالم الخارجي، و بناءاً على هذه النتائج كانت التوصية انه يجب على الدول و خصوصا النامية التي تعاني من عجز في الموازنة اللجوء الى الاستثمار الأجنبي المباشر لغرض سد الفجوة في ميزان المدفوعات و كذلك لتحقيق التنمية بجميع اشكالها. Abstract Studying the direct foreign investment is considered one of the essential and important subjects; therefore, the governments, the economics and others are paying a great attention to in the whole world. That comes as a result of the focal role of such investments as that would increase the country incomes and would develop the industries and technologies of that country. It would also develop the social and national economic. The problem of research is the lack of local financial resources necessary to finance the economic development process in Iraq, forcing us to resort to foreign resources to block the gap in local resources, especially foreign direct investment. The importance of research was to add material that could be used by students and researchers in the field of foreign direct investment The goal of this study is to make a survey on the various effects of this kind of investment economically. The conclusion of this study would find solution and feedback to consider economic reforms are connected with the direct foreign investment. The research aims to show the different effects of foreign direct investment flows in the economic performance in Iraq, and to come up with a set of results and make recommendations that will contribute to the evaluation of economic performance with the presence of foreign direct investment, To achieve the hypothetical goal of this study, the researcher followed the descriptive curriculum by reading the Arabic and foreign books, papers and dissertations, which are related directly to that field. One of the most important goals of this study is that the direct foreign investment is considered to be an essential source for increasing the national income, by transferring the developed technologies into the nation, as a result of being open to the world. Accordingly the study suggests that the developed countries should be able to support that kind of investment, especially the countries that have deficits, to bridge the gap in deficiency and to make various developments in all fields
