الدور الاقتصادي للجمارك الســودانية بالتركـــيز علي محاربة الغش التـــجاري

Abstract

المستـــخـــــــــلـــــص :

ظلت الجمارك السودانية منذ نشأتها تقوم بادوار كبيرة وهامة في الاقتصاد إذ أنها تمثل مصدر هام من صادر الإيرادات هذا بالإضافة إلى دورها في حماية الاقتصاد الوطني من التهريب وتنفيذ سياسات الدولة الحمائية لرعاية الاستثمارات والصناعات الوليدة ، لذلك توفر الجمارك إحصائيات الصادر والوارد دعما للسياسات .

وقد ركزنا في هذا البحث على دور الجمارك في اكتشاف الغش التجاري ومحاربته باعتبار أن الغش التجاري من الظواهر السالبة التي تؤثر مباشرة على حياة المواطن المستهلك والمستثمر وبالتالي على اقتصاد الدولة ككل .

تمثلت فروض البحث في الآثار السلبية للغش التجاري على الاقتصاد ، إن للغش التجار آثار سالبة على الاستثمار والصناعات الوليدة ، للسياسات الحمائية آثار ايجابية في محاربة الغش التجاري ودور الجمارك في تنفيذ هذه السياسات دور كبير وايجابي .

جاء البحث في ثلاثة فصول يتناول الفصل الأول الغش التجاري المفهوم والآثار وتناول الفصل الثاني الدور الاقتصادي للجمارك السودانية كما تناول الفصل الثالث دور الجمارك في محاربة الآثار الاقتصادية والاجتماعية للغش التجاري .

توصلت الدراسة إلى نتائج تمثلت في أن الغش التجاري يؤثر بصورة سلبية على الإنتاج والاستهلاك والميزان التجاري للدولة . معظم المستهلكين ليس لديهم الدراية التامة بخطورة الغش التجاري ، ضعف التنسيق بين المؤسسات المناط بها محاربة الغش التجاري وعدم التخصصية من قبل الموردين في استيراد سلع معينة وبمواصفات محددة ومعروفة ، تمكنت الجمارك عبر إداراتها المختلفة من اكتشاف عدد كبير من حالات الغش التجاري وإحباطها .

أهم التوصيات التي خرج بها البحث تتمثل في ضرورة توعية المستهلكين بخطورة التعامل مع السلع المغشوشة بكافة الوسائل، ضرورة الاستفادة من التجمعات الدولية والإقليمية ، تفعيل إدارة المخاطر ودعمها بالكادر البشرى المؤهل، تفعيل دور المعامل الجمركية ودعمها بالمعينات اللازمة ، فرض عقوبات رادعة على من يحاولون الغش التجاري

Abstract

Continued toSudanese customs since its inception roles large and important in the economy as it represents an important source of revenue sources in addition to its role in protecting the national economy of smuggling and Tnvez state policies of protectionism for the care of investments and infant industries, so the availability of customs statistics of incoming and in support of the policies.

We have focused in this research on the role of customs in the discovery and the fight against commercial fraud, commercial fraud, as that of the negative phenomena that directly affect the lives of the citizen consumer and the investor and hence the economy of the state as a whole.

- Hypotheses of the research was in the negative effects of fraud on the economy, trade, traders said on investment fraud and infant industries, the impact of protectionist policies on the fight against commercial fraud and the role of customs in Tnvez these policies.

- The research in the three chapters of the first chapter deals with the concept of trade fraud, and the effects and the second chapter discusses the economic role of Customs as the Sudanese third chapter dealt with the role of Customs in the fight against economic and social effects of commercial fraud.

- The study results was that commercial fraud has a negative impact on production, consumption and trade balance of the state. Most consumers have no knowledge of the seriousness of commercial fraud, lack of coordination between the institutions entrusted with the fight against commercial fraud and non-specialist by suppliers in the import of certain goods and custom-tailored and well-known, managed to Customs through the management of the various discovery of a large number of cases of commercial fraud and frustration.

- The most important recommendations that came out of research is the need to educate consumers about the seriousness of dealing with counterfeit products by all means, need to take advantage of international and regional gatherings, activating the risk management and support cadre of qualified human, activating the role of laboratories customs and support aids crisis, the imposition of deterrent penalties on those who try to cheat trade.
