Abstract

Abstract The study addressed the issue of the role of public participation in the development of the local community case study the rural area of Khartoum North. Aljelly area is considered one of the areas that limit the state of Khartoum from the northern side and fomied by the movement of population and social due to geographical location and availability of some of the elements of stability in agriculture and grazing, and others. The problem of search was how to placement popular participation in the commtmity to take advantage of the privacy of the study for the enforcement of local development programs. The scientific importance of this study is that people's participation is a tool and an effective means to bring about local development in line with the objectives of the community, and the need for openness to citizens and resolve their issues through participation based on consultation, cooperation and take into account the different cultural values and ideals and advancing the progress and development and to identify the variables affecting the how effective participation and the development of plans and the involvement of citizens in the success of existing projects. The practical importance comes in the possibility of employing this study reveal what caused popular participation to members of the community to make Aljelly area development through field study carried out by the study through the fnidings and recommendations that benefit the interested in this area. The study aimed to identify the level of public participation of the people in the local community in the region , and to what extent influenced by social values in the coverage of the process involved and detection levels, as well as knowledge of the role of local leaders in support of participation in addition to their contributions to the development of the local community and stand up to the elements and constraints of popular participation . The study used a descriptive analytical method to describe and analyze the data of the field study in order to monitor the dimensions and criteria of the problem of search and provide illustrative image through the exact description which helps to investigate the subject, and case study method.The hypotheses of the study was the effectiveness of public participation in the local community in the area of Aljelly contributed to the development of the local region, the values of the society that urges solidarity and collaboration between citizens have a positive impact on the success of the process of popular participation Aljelly area, there is active participation of all members of the community in ways social, political, economic and living conditions of the inhabitants of the region, local and religious leaders in the region have an important role in the process of popular participation. The study reached several conclusions, including: public participation have an active role in bringing about the local development in Jelly area by providing support and assistance in the provision of basic services in the region , such as education and health, and also citizens working with each other to alleviate the suffering and the relief of living through friendliness and compassion and the rights of neighbors and fundraising and occasions Gifts, as well as local and religious leaders in the region played an important and effective role in pushing the citizens about the involved process, and this by the enlightenment , seminars and introductory lectures of role of popular participation through the stimulus material and moral support to the volunteers from the community members . The study made several recommendations including: activating the role of popular participation in the region to contribute positively to the creation of local development in the region , through the definition of the role of participation and educate citizens about the importance of collective participation to improve the general level of the region , and also stimulate the citizens and support them financially and morally to activate their social, political and economic roles within their communities , and work 011 the enlightened minds and determination to mobilize all segments of society , especially youth groups because of their energy and vigorous.
