Abstract

اصبحت التكنولوجيا من اهم ادوات الاقتصاد الحديث.. الذي يقوم على تقانة المعلومات وابداعات العقل البشرية في الاختراعات الحديثة والبحث العلمي والمعرفة ومن هذا المنطق ياتي مشروع التحصيل الالكتروني للايرادات القومية كواحد من اهم المشروعات انفاذا للحكومة الالكترونية وبالتالي يصبح عاملا من العوامل الاساسية لنجاح برنامج الدولة ..والذي يشمل في اطاره الموسع , الاصلاح المؤسسي والاصلاح المالي عامة ونظام الخزانة الواحدة واحكام المراجعة والمحاسبة والشفافية ورفع كفاءة الاداء والجودة الشاملة في مجال المالية العامة. كي تنجز الحكومة الالكترونية انشطتها الاقتصادية والاجتماعية بشكل يحقق الرفاهية للمواطن وبالتالي يحقق منظومة مجتمع المعرفة كان ولابد ان يكون هناك ايصال الالكتروني ضمانا للايردات الحكومية ودفع عجلة التنمية الاقتصادية وبالتالي توفر السرعة والسرية معا,كما هدفت هذه الدراسة الى برمجة نظام اورنيك 15الالكتروني,و رفع كفاءة التحصيل وزيادة الايرادات الحكومية .والحد من ظاهرة التجنيب.كما يهدف الى التعرف على دور الايصال الالكتروني في زيادة الايرادات الحكومية . الالمام التام باستخدام التقنية الالكترونية .التعرف على مدى زيادة الايرادات المالية في فترة استخدام الايصال الالكتروني.متابعة الايرادات الحكومية على مدار الساعة توفير الوقت وتسهيل الاجراءات الحسابية. وقد تم استخدام ADF بواسطةJDeverloperذلك لمميزاته كما تم استخدام قواعد بيانات Oracle ولغة Java التي تتعامل مع قواعد البيانات مع امكانية العمل مع الخرائط الجغرافية ,وتم استخدام برنامج Jasper ilreport لتصميم التقارير. كما حقق النظام مجموعة من النتائج التي ساعدت في حل مشاكل نظام الايصال الالكتروني اهمها ادخال عنصر المراجعة لاتمام الدورة المستندية, مع سرعة تحليل الايرادات التي تساعد في سرعة في اتخاذ القرار.Abstract
