مقومات ومعوقات التنمية في المجتمع المحلي دراسة حالة قرية الشبيلاب بالريف الجنوبي

Abstract

مستخلص تناول البحث قضية مقومات ومعوقات التنمية في المجتمع المحلي بالتطبيق العملي على قرية الشبيلاب بالريف الجنوبي لمدينة أم درمان، هدف البحث إلى الوقوف على حجم مقومات ومعوقات التنمية في قرية الشبيلاب والكشف عن أثر مقومات ومعوقات التنمية ومحاولة التنبؤ بالآثار الثقافية على التنمية على مستوى العادات والتقاليد. وضم البحث عدة تساؤلات تتلخص في: - هل معوقات التنمية في الشبيلاب ترتبط بعوامل ثقافية؟ - ماهية فاعلية منظمات المجتمع المدني والطلاب؟ - ما دور المجالس الشعبية في إحداث التنمية؟ تم استخدام المنهج الوصفي التحليلي بجانب المنهج التاريخي وفي جمع البيانات تم استخدام الملاحظة والمقابلة والاستبيان وتم استخدام العينة العشوائية البسيطة. وتوصل البحث إلى أهم النتائج منها: - أن المنطقة تمتاز ببعض المقومات التي تساعد في عملية التنمية وتمثلت المقومات في توفر الموارد والكادر البشري المؤهل، بالإضافة إلى توفر القيم الايجابية للتنمية تساعد في تحقيق التنمية. - وجود بعض العادات المعيقة للتنمية بالمنطقة وإن قلت نسبتها مقارنة مع العادات التي تساعد في تحقيق التنمية. - يمتاز سكان المنطقة بعادات تساهم في تحقيق التنمية ويحققون تكامل في الأدوار من خلال التعاون والمشاركة والمساهمة في استدامة المشاريع التنموية ومحاربة العوائق التنموية وتتمثل هذه العادات في التعاون وثقافة التغيير وغيرها. أهم التوصيات: - العمل على الاستفادة من القيم الايجابية في عمليات التنمية ومعالجة المعوقات التي تمنع تنفيذ مشروعات التنمية في المنطقة. - ضرورة إجراء دراسات استباقية لتحديد أولوية الحاجات الخدمية في المجتمع مع تكوين لجان لمراقبة ما أنجز من عمل لأعطاها صيغة الاستدامة. - حث منظمات المجتمع المدني على زيادة فعاليتها بالمنطقة وفتح قنوات التواصل مع الجهات الأخرى الدائمة في مجال تنمية المجتمع المحلي.

Abstract This study addresses the issue of development opportunities and obstacles in the community through practical application on Alshibeilab village – the southern countryside of Omdurman city. The study aims at identifying the opportunities and obstacles of development in Alshibeilab village besides determining their impacts then, predicting their effects on development. This study includes many questions which can be posed as follows: - Do the development obstacles have anything to do with cultural factors? - What is the effectiveness of the civil society organizations? - What is the role of the municipality councils in development? The researcher approaches the descriptive and analytical methodology besides the historical one. Concerning data collection, the methods of observation, interviews, questionnaire and the simple random sample are used. The study finds out some important findings which can be summarized as follows: - This village has some opportunities such as: natural resources, qualified human resources, and some other positive values that help in the process of sustainable development. - There are some negative traditions that handicap the development process in the area, but these traditions have such little rate compared to those positive ones. - The inhabitants of this village are characterized with a lot of positive habits e.g. cooperation, tendency towards progress etc. these habits in turn help achieving development; also, they realize the roles integration through cooperation, participation, and contribution in development projects sustainability besides combating all sorts of developmental handicaps. The researcher finds out many recommendations; but the most important ones are: - Taking advantage of these values in development process, and eradicating the obstacles that prevent implementing development projects in the village. - The necessity of doing pre-studies in order to determine the priority needs of services in the community; in addition to committees formation to supervise the achieved work so as to get the feature of sustainability. - Encouraging the civil society organizations to raise their effectiveness in the area in addition to opening channels of communication with other donators in the field of local society development.
