Abstract

Abstract

The tribal system is considered as the form of collective control.

However, the last few years tribal problems and conflicts became a

concern to those who are interested in community settlement. Thus,

this study aimed at identifying the roles that tribal system plays in

controlling and social stabiles in tribal communities and the impacts

of economical and political variables on these roles. In addition, the

study aimed to discover the obstacles that prohibited the tribal system

from playing its roles.

The study used the descriptive analytical methods that depend on

collecting and analyzing data to detect the impact of changes

happened.

Besides the historical approach to preview the tribal system

history in creating social rehabilitation among tribal societies

pointing out the strengths and weaknesses.

Data was collected through interview and questionnaire as

primary sources and from second sources such as books previous

studies, papers and annual reports. The simple random sample was

chosen because of the study population homogeneity. The study

revealed a number of result reported below:

1. Internal conflict between individuals influences the unity of

tribal system, thus, weakening its role in rehabilitation.

2. The tribal system plays an integral role in resolving problems

among individuals and groups. This participates in the

continuity of security and settlement among them.

3. Dividing the Civil Administration into new Emirates

(Nazarate) was the cause of tribal problems because of

conflicts on lands property.

4. Establishing new administrative social systems (popular

committees) reduces community dependency on tribal

system leaders.

Based on these results, the study recommends the following:-

1. Reducing the administrative shadow policy should be limited

via not allowing the establishment of new Emirates

(previously Nzarate) to avoid tribe's incoherence.

2. Governmental agencies (police-judges) should be spread to

minimize customary solutions.

3. Marginal cases should not be left for customary solutions.

Punitive punishment should be executed in intentional

murders and revenge cases.

4. Abandoning political intervention in selecting tribal system

leaders.
