Abstract

مستخلص بحمد الله تعالى وتوفيقه رأى هذا البحث النور والذي سلط الضوء على الشورى والديمقراطية أوجه الاختلاف والاتفاق بينهما. ويتكون البحث من مقدمة وأربعة فصول وخاتمة، وتكمن أهمية البحث في توضيح العلاقة بين الشورى والديمقراطية، وتضمنت الحديث عن الشورى ومعناها ومفهومها وفقهها، وتناولت الحديث عن الشورى وأهميتها وفوائدها وأخيراً تناولت الحديث عن الديمقراطية معناها وحقيقتها، وقمت بعمل مقارنة بين الشورى والديمقراطية في التشريع والحكم، فالشورى هي صورة من صور المشاركة في الحكم تستمد جذورها من الدين الإسلامي الحنيف، وهي إحدى قواعده الهامة لأنها تبين العلاقة بين الحاكم والمحكوم من جهة وبين أهل الشورى من جهة أخرى . انبثاق الشورى من العقيدة والأخلاق والقيم الإسلامية السمحاء. أما الديمقراطية فهي نظام سياسي اجتماعي وضعي غربي، تقوم على أساس تنظيم العلاقات بين الفرد والمجتمع والدولة، من منطلق المساواة بين المواطنين ومنحهم حق المشاركة في صنع التشريعات وسن القوانين ـ كون الشعب هو مصدر السلطات . وتنبع أهمية هذا البحث في تناوله موضوع حساس في ظل أزمة الحكم في بلاد المسلمين وما يجري حاليا من تداعيات وأحداث ومتغيرات متسارعة وتأثيرات خارجية، تتمثل في العولمة السياسية والثقافية والاقتصادية والإعلامية . ويهدف البحث إلى معرفة الفارق بين الشورى والديمقراطية وأوجه الاختلاف والاتفاق بينهما اعتمد الباحث في منهجيته على جمع البيانات والمعلومات من المصادر والمراجع المتوفرة للشورى والديمقراطية إذ يعتمد على المنهج الوصفي ومن ثم يعمل الباحث على مقارنة الشورى والديمقراطية وتحليل نقاط الاتفاق والاختلاف بينهما يتحرى الباحث الدقة في تخريج الآيات والأحاديث والأقوال. ويعزوها إلى مصادرها الأصلية وقد توصل الباحث إلى أهم النتائج والتوصيات.إن الشورى تنبثق من عقيدة التوحيد والإيمان بالله وتحقيق العبودية الكاملة لله وحده سبحانه وتعالى: وهذا يجعلها وسيلة لحماية الناس من استبداد الآخرين أن الشورى نظام الهي انطلقت أصولها من الوحي، وهدفت أغراضها إلى تحرير الإنسان وحفظ مصالح المجتمع وتنظيم شؤونه. أن على مراكز الدراسات والبحوث إجراء المزيد من الدراسات النقدية الفاحصة لمفهوم الديمقراطية، لكشف ما له وما عليه. أهمية قيام المؤسسات الإعلامية في المجتمعات الإسلامية بمراجعة ممارساتها الإعلامية في ضوء الضوابط الشرعية أثناء تناول مفاهيم الشورى والديمقراطية وغيرها من مفاهيم الحكم في المجتمع المسلم، وعدم الانخداع بالعبارات والشعارات التي تروج لها وسائل الإعلام الغربية.

Abstract

Praise be to Allah and His Companions. This research addressed Shura and democracy differences and agreement, which came to highlight the differences and agreement between the two concepts. The research consists of an introduction, four chapters and a conclusion. The importance of the research is to clarify the relationship between the Shura and democracy. Shura is a form of participation in government that derives its roots from the true Islamic religion. It is one of its important rules because it shows the relationship between the governor and the ruled, on one hand, and Shura form other hand. The emergence of Shura from the doctrine, ethics and Islamic values, and democracy is a Western social and political system based on the organization of relations between the individual, society and the state, based on the equality of citizens and the right to participate in the making of legislation and the enactment of laws, since the people are the source of authority. The importance of this research stems from a sensitive subject in light of the crisis of governance in the Muslim countries and the current events, developments, rapid changes and external influences, namely political, cultural, economic and media globalization. The research aimed to know the difference between the Shura and democracy and the differences and agreement between them The researcher followed the descriptive methods to collect data and information from sources and references available to the Shura and Democracy, and then the researcher works to compare between Shura and democracy and analyze points of agreement and differences between them. The researcher investigates the accuracy in the graduation of verses, conversations and sayings. And attribute them to their original sources. The researcher came to the most important results and recommendations. Shura stems from the doctrine of monotheism and faith in Allah and achieve full slavery to Allah alone: This makes them a way to protect people from the tyranny of others. That the Shura system of the divine origins originated from revelation, and aimed at the purposes of human liberation and the preservation of the interests of society and the organization of affairs. That the centers of studies and research have to conduct more critical studies examining the concept of democracy, to reveal what and what it is. The importance of the media institutions in Muslim societies to review their media practices in the light of Sharia controls while addressing the concepts of Shura, democracy and other concepts of governance in the Muslim community, and not to be fooled by the words and slogans promoted by the Western media.
