دور التخطيط الاستراتيجي في اداء المشروعات الإنتاجية (دراسة لهيئة مياه ولاية مياه الخرطوم خلال الفترة من 2012- وحتي 2016)

Abstract

المستخلص تناولت الدراسة دور التخطيط الاستراتيجي في اداء المشروعات الانتاجية، وهدفت الدراسة إلى التعرف على دور التخطيط الاستراتيجي في اداء المشروعات الانتاجية بهيئة مياه ولاية الخرطوم , تحليل عناصر التخطيط الاستراتيجي ودره في اداء المشروعات الانتاجية , التوصية بمخرجات الدراسة لمتخذي القرار بادارة هيئة مياه ولاية الخرطوم. وتمثلت مشكلة الدراسة من خلال السؤال الرئيس ما هو الدور الذي يلعبه التخطيط الاستراتيجي في تطوير اداء المشروعات الانتاجية ؟ ويتفرع من هذا السؤال الاسئلة الفرعية التالية: ما مدى اهتمام هيئة مياه ولاية الخرطوم بالتخطيط الاستراتيجي؟ هل لدي المشروعات الانتاجية بهيئة مياه ولاية الخرطوم المام ومعرفه بالتخطيط الاستراتيجي؟ هل يتم تطبيق التخطيط الاستراتيجي علي المشروعات الانتاجية في السودان؟ هل تقوم ادارة المشروعات بالتحليل الخارجي والداخلي للبيئة كمتطلبات لبناء الاستراتيجية ؟ هل هنالك تدريب للعاملين علي تطبيق التخطيط الاستراتيجي في المشروع؟ وكانت فرضية الدراسة الرئيسية كالاتي : توجد علاقة ذات دلالة احصائية بين التخطيط الاستراتيجي واداء المشروعات الانتاجية. ويتفرع منه الفروض التالية , توجد علاقة ذات دلالة احصائية بين وضوح الرؤية والرسالة للخطة الاستراتيجية واداء المشروعات الانتاجية بهيئة مياه ولاية الخرطوم, توجد علاقة ذ ات دلالة احصائية بين وضوح اهداف الخطة الاستراتيجية واداء المشروعات بهيئة مياه ولاية الخرطوم , توجد علاقة ذات دلالة احصائية بين دراسة البيئة الداخلية والخارجية عند اعداد الخطة الاستراتيجية واداء المشروعات الانتاجية بهيئة مياه ولاية الخرطوم , توجد علاقة ذات دلالة احصائية بين دقة تنفيذ الخطة الاستراتيجية واداء المشروعات الانتاجية بهيئة مياه ولاية الخرطوم , توجد علاقة ذات دلالة احصائية بين مراقبة وتقويم الخطة الاستراتيجية واداء المشروعات بهيئة مياه ولاية الخرطوم , فقد ستخدم الباحث المنهج الوصفي التحليلي وهو منهج يهدف إلى وصف الواقع الموجود. وتوصلت الدراسة للنتائج الاتية : توجود بهيئة مياه ولاية الخرطوم خطة استراتيجية مكتوبة , وجود ضعف بتوعية العاملين بمضمون الرؤيا بهيئة مياه ولاية الخرطوم , هنالك استجابة متوسطة لقيام الهيئة بتحقيق الاهداف وفق الامكانيات المتاحة , وجاءت الدراسة بالتوصيات التالية : يجب وجود خطة استراتيجية مكتوبة بهيئة مياه ولاية الخرطوم , لا بد من توعية العاملين بمضمون الرؤيا بهيئة مياه ولاية الخرطوم , علي الهيئة تحقيق الاهداف وفق الامكانيات المتاحة . Abstract This study dealt with the role of strategic planning in the performance of production projects .the study aimed to identify the role of strategic planning in the performance of productive projects in Khartoum State Water Authority.. The problem of the study was through the main question: What role does strategic planning play in developing the performance of productive projects? This question is subdivided into the following sub-questions: To what extent is Khartoum State Water Authority interested in strategic planning? Do we have productive projects in Khartoum State Water Authority and know about strategic planning? Is strategic planning applied to production projects in Sudan? Do project management conduct external and internal analysis of the environment as requirements for strategy building? Is there training for employees to implement strategic planning in the project? The main hypothesis of the study was as follows: There is a statistically significant relationship between strategic planning and performance of productive projects. There is a statistically significant relationship between the visibility and mission of the strategic plan and the performance of the productive projects in Khartoum State Water Authority. There is a statistically significant relationship between the clarity of the objectives of the strategic plan and the performance of the projects in the Khartoum State Water Authority. When preparing the strategic plan and performing production projects in Khartoum State Water Authority, there is a statistically significant relationship between the accuracy of the implementation of the strategic plan and the performance of production projects in Khartoum State Water Authority. Between the statistical monitoring and evaluation of the strategic plan and performance of water projects Khartoum State Authority, The researcher will use the descriptive analytical approach, a methodology aimed at describing the existing reality. The study reached the following results: The Khartoum State Water Authority has a written strategic plan, and there is a lack of awareness among the employees of the vision content of the Khartoum State Water Authority. The study made the following recommendations: There should be a written strategic plan in Khartoum State Water Authority. It is necessary to make the employees aware of the vision of Khartoum State Water Authority.
