أثر السياسة العامــة على الأداء الإداري للحكم المحلي في السودان 2003– 2022م

Abstract

المستخلص تناولت هذه الدراسة أثر السياسات العامة على الأداء الإداري في السودان للفترة 2005-2015م. إذ تمثلت مشكلة الدراسة في طرح موضوع الأداء الإداري للحكم المحلي في السودان كأحد الحلول للخروج من المأزق الوطني للدولة، مركزة على التطور السياسي والإداري والاجتماعي وعلى إرساء دعائم مشروع وطني تنموي من خلال نظام فدرالي يكرس مبدأ السلطات الوطنية وعلى العوامل التي تلعب دوراً كبيراً في التأثير عليه. عليه تم صياغة مشكلة الدراسة في السؤال التالي: ما هو أثر السياسات العامة على الأداء الإداري للحكم المحلي بالسودان؟ وافترضت الدراسة ان هنالك علاقة ذات دلالة إحصائية بين البنية التحتية للدولة المتمثلة في البرلمان وجلس الوزراء والأحزاب والهيئات التشريعية وبين السياسة العامة للحكم المحلي بالسودان، وهناك علاقة ذات دلالة إحصائية بين السياسة العامة للحكم المحلي وعملية صنع القرار الاداء الاداري المؤسسي وبالتحديد في الحكم المحلي. وهدفت الدراسة إلى التعرف على الدور الذي تلعبه البنية التحتية في رسم السياسات العامة والوقوف على أسباب ضعف التنمية البشرية وآثارها السلبية على تجربة الحكم المحلي بالسودان. نبعت أهمية الدراسة في توضيح وتحليل أثر السياسة العامة على الحكم المحلى والأداء الإداري في السودان فضلاً عن أن الدراسة توفر معلومات وبيانات علمية موثوق بها تُعين متخذي القرار. وقد اعتمدت الدراسة على المنهج الوصفي التحليلي والمنهج التاريخي. وتوصلت الدراسة لعدة نتائج من أهمها أنها أكدت أهمية التعرف على الدور الذي تلعبه البنيات التحتية للدولة المتمثلة في "البرلمان ومجلس الوزراء والأحزاب والهيئات التشريعية" في السياسة العامة للحكم المحلي. كما يتضح جلياً أن سوء التخطيط وعدم التوظيف الأمثل للكوادر البشرية قد أهدر كثير من الموارد والإمكانات التي من شأنها أن تساهم في عملية الأداء الإداري والمؤسسي في الحكم المحلي. كما أن تدخل المركز في الشأن المحلي والولائي ، وتوظيف طاقات المجتمع لخدمة رغبات الأفراد وخلق الوظائف للترضيات قد ظلت تعيق تجربة الحكم المحلي بالسودان . وعليه فقدمت الدراسة عدة توصيات أهمها: رفع القدرات والكفاءات الإدارية العاملة في مجال الأداء الإداري والحكم المحليات والولايات بالإهتمام بعملية التدريب حتى تتمكن المحلية من الإستغلال الأمثل للموارد التوظيف الأمثل للكوادر البشرية المؤهلة للاستفادة من خبراتها .

Abstract This study examined the impact of public policies on administrative performance in Sudan for the period 2005-2015. The problem of the study was to raise the issue of the administrative performance of local government in Sudan as one of the solutions to get out of the national impasse of the state, focusing on political, administrative and social development and laying the foundations for a national development project through a federal system that enshrines the principle of national authorities and on the factors that play a major role in influencing it. . Accordingly, the study problem was formulated in the following question: What is the impact of public policies on the administrative performance of local government in Sudan? The study hypothesized that there is a statistically significant relationship between the infrastructure of the state represented in Parliament, the Council of Ministers, parties and legislative bodies, and the general policy of local government in Sudan. The study aimed to identify the role played by infrastructure in drawing up public policies and to identify the causes of weak human development and its negative effects on the experience of local governance in Sudan. The importance of the study stemmed from clarifying and analyzing the impact of public policy on local governance and administrative performance in Sudan, in addition to the fact that the study provides reliable information and scientific data that assist decision makers. The study relied on the analytical descriptive approach and the historical approach. The study reached several conclusions, the most important of which is that it emphasized the importance of recognizing the role played by the state's infrastructure represented in "parliament, cabinet, parties and legislative bodies" in the general policy of local government. It is also evident that poor planning and lack of optimal employment of human cadres have wasted many resources and potentials that would contribute to the process of administrative and institutional performance in local government. The Center's intervention in local and state affairs, and the employment of the community's energies to serve the desires of individuals and the creation of jobs for satisfaction have been hindering the experience of local governance in Sudan. Accordingly, the study presented several recommendations, the most important of which are: Raising the capabilities and administrative competencies working in the field of administrative performance and governance of localities and states, by paying attention to the training process so that the locality can make optimal use of the resources and optimal employment of qualified human cadres to benefit from their expertise.
