Abstract

Abstract The study deals with research and analysis the role of the International Criminal Court in political stability, a case study (the Criminal Court of Rwanda). Because the researcher feels that the International Criminal Court must play an important role in resolving disputes between African countries, which kills thousands of people of this continent, in spite of the regency of the International Criminal Court, which was established in (2002), but the hopes related to a as the fruit of the efforts of states and the views of legal experts and political scholars for long periods of time, and it was a concern to them, is how to find a mechanism regulate and organize and develop the fixed criteria for evolving world is not an area where of injustice, The researcher studying and analyzing the subject in application of the state Criminal Tribunal for Rwanda, for the conviction of a researcher of injustice, which occurred on the victims of the massacres that occurred in Rwanda, which were victims of about 800,000 people had been victims of ethnic, religious and sectarian conflict, and also find out whether the ICC is able to prevent such massacres in the future, and the balance of justice to prosecute those who caused and committed these massacres, and that the court remains a sword on the neck of each of threatening international peace and security . All this led to political stability in Rwanda and sustainable development in the country. خلاصة تتناول الدراسة البحث وتحليل دور المحكمة الجنائية الدولية في الاستقرار السياسي ، دراسة حالة (المحكمة الجنائية لرواندا). لأن الباحث يشعر أن المجرم الدولي يجب أن تلعب المحكمة دورًا مهمًا في حل النزاعات بين الدول الافريقية مما يقتل آلاف الاشخاص هذه القارة ، على الرغم من الوصاية الدولية محكمة الجنايات التي تأسست عام (2002) ولكن الآمال ذات الصلة باعتبارها ثمرة جهود الدول وآراء خبراء قانونيون وعلماء سياسيون لفترات طويلة من الزمن ، وكان مصدر قلق لهم هو كيفية إيجاد آلية تنظيم وتنظيم وتطوير المعايير الثابتة ل العالم المتطور ليس منطقة حيث الظلم ، إن الباحث يدرس ويحلل الموضوع تطبيقا المحكمة الجنائية للدولة لرواندا ، لإدانة أ الباحث في الظلم الذي وقع على ضحايا المجازر التي حدثت في رواندا والتي كانت ضحية لها كان حوالي 800000 شخص ضحايا عرقية ودينية و الصراع الطائفي ، ومعرفة ما إذا كانت المحكمة الجنائية الدولية قادرة على ذلك منع مثل هذه المجازر في المستقبل ، وتوازن العدل لمحاكمة المتسببين في هذه المجازر وارتكابها ، وان يبقى الديوان سيفا على رقبة كل منهما تهدد السلم والأمن الدوليين. كل هذا أدى إلى استقرار سياسي في رواندا ومستدام التنمية في البلاد.
