dc.description.abstractAbstract Since the dawn of history human being has been enjoying rights and freedoms including the right to education and political rights. The absence of the leaders’ awareness about the problem of the blind and the conditioning of his/her status, led to the call for incorporating these rights in the different constitutions and the acts of trade unions. This research aimed at analyzing the articles pertaining to education and political participation vested in the international conventions for human rights for the handicapped. The research examines improvement of the concepts and legislations pertaining to these rights at the different levels, as well as in the elections. It reviews the improvement of the methods and mechanisms as well as the specialized programs of educating the blind in high education. The researcher focused on blind students in Sudan (2000 – 2010) by using random sampling among the students and employed the historical approach to review the various national and international legislations on the blinds’ issues. The research is based on several hypotheses namely – the absence of clear articles in national legislations pertaining to the disabled in general and education of the blind in particular constitutes an obstacle to the qualification of the disabled and reduce their rights. The research employed the descriptive methodology, analyzing of data and information as well as issues of legislations on the blinds’ education in Sudan. It also used the case-study methodology to analyze the central case of the study taken in the random sampling so as to evaluate the agreements and compare them with the modern national legislations. The researcher concluded that the teachers who know how to treat the blind at the elementary and secondary levels of education need to be trained. But those at the University do not know how to deal with the blind. The researcher recommends the ministry of higher education and universities to devote special sections for the education of the blind at the faculties of education.en_US
