Abstract

ABSTRACT The purchases and storage administration is considered as one of the most vital department in any industrial or services corporations, whether public or private one. It is very important to pay attention to the role of this administration to ensure the provision of an adequate supply of materials and parts for the corporation through operation of central purchasing systems and economic stock management . This study aims to explore the effects of the efficiency of purchase and storage administration on the performance of the public corporation, taking as case study National Electricity Corporation (NEC). The researcher focused on eight hypotheses as follows :- 1 \ The positive correlation between the stability and the efficiency of the organization structure of the purchases and the efficiency performance of the public corporation. 2\ The positive correlation between the adoption of qualified cadre, the training of the staff, computerization of the system and the progress of the performance in {NEC}. 3\ The positive correlation between the adoption of issuing the regulation, tracing the scientific methods and the progress, efficiency of the performance in {NEC}. 4\ The positive correlation between the specification of duties and responsibilities of purchases and storage department and its positive effect on the performance in {NEC}. 5\ The negative correlation between the weakness of the performance in purchases and storage divisions and its effect on the performance of the public corporation . 6\ The negative correlation between the cancellation of stores and supplies planning departments and the progress of the performance in purchases and storage divisions and in turn the performance of the public corporation. 7\ The positive correlation between the efficient performance of tender's committee, the good selection of suppliers and the search of enough guarantees to complete the purchases operation and its effect on the security of corporation's income, the progress of purchases and stores divisions and the performance of the [NEC]. 8\ The positive correlation between the Decentralization of purchases. The limited delegation of purchases authorities and the limited ceiling of purchase to secure the income of the income of the corporation.

To examine these hypotheses, and in order to make benefit of the advantages of different tools, the researcher used personal interview and two questionnaire forms. The first form for the employees of supplies administration. The second form for the beneficiaries or the customers of supplies administration. The first form was divided into four parts, with the details as follows :- A\ Personal information of the interviewees which contained seven questions. B\ Supplies administered organization, which contained five questions. C\ Purchases section, which contained twenty four questions. D\ Stores Section, which contained seventeen questions. The second form was divided into three parts, with the details as follows:— A\ Personal information of the interviewees which contained six questions. B\ Purchases section, which contained thirteen questions. C\ Stores Section, which contained ten questions. The researcher adopted the method of [SPSS] Statistical Package for Social Sciences in analyzing data. The study came out with following results: 1\ In the field of Supplies Organization A\ The administration must be put on a stable and constant organization . B\ To support the organization with a qualified and trained staff . C\ To computerize the system. 2\ In the field of Purchases A\ The implementation of the Scientific methods of purchases. B\ The implementation in details of the regulation. C\ The specification of duties and responsibilities. D\ To computerize the system. 3\ In the Field of Storage A\ The implementation of the scientific methods of storage. B\ The implementation in details of the regulations. C\ To Adopt supplies planning to supply the stock. D\ To computerize the system. The study came out the following recommendations :- 1\ In the field of Supplies Organization: A\ Installation of public department under the supervision of the general manager. B\ Concern shall be given to support the department with qualified and trained personnel.

C\ Concern shall be given to the Computerization of the system. D\ Concern shall be given to the implementation of Total quality management. 2\ In the Field of Purchases ' A\ Concern shall be given to the implementation of scientific methods of purchases, a separate regulation list specification of duties and responsibilities . B\ Concern shall be given to methods of tender's committees and the selection of suitable suppliers. C\ Concern shall be given to centralization and decentralizing of purchases. D\ Concern shall be given to support the purchases division with qualified and trained staff. E\ Concern shall be given to computerize purchases system. F\ Concern shall be given to the implementation of Total quality management. 3\ In the Field of the Storage A\ Concern shall be given to storage and the planning of supplies . B\ Concern shall be given to the implementation of scientific methods of storage, a separate regulation list and specification of duties and responsibilities. C\ Concern shall be given to support the stores division with qualified and trained staff. i D\ Concern shall be given to computerized stores system. E\ Concern shall be given to the implementation of Total quality management.
