تمويل التنمية واليات توظيفها في السودان (2000 – 2006م )

Abstract

المستخلص تمويل التنمية لها عدة مشاكل ولكن أهم هذه المشاكل واولها سلبية المصادر الداخلية والخارجية التي يعتمد عليها تمويل التنمية في المشاريع التي لاتدر عائد وفي هذا الجانب يبحث البحث عن التوازن بين هذه المشاريع وكيفية توزيعها وتوفيرالتمويل اللازم والمساعدات الفنية للمشروعات وأيضا السياسات الاقتصادية المتبع في تنميتها وكيفية اتخاذ القرارات الأولية مرورا بتحضير مشروعات التنمية وتنفيذها مع مراقبة سير العمل ويفترض البحث: هل التمويل الداخلي والخارجي حققا الغرض المطلوب وكيفية توظيفها في السودان ؟ واعتمد البحث علي الجانب النظري والمصادر التاريخية وأيضا استخدم البحث المصادر والخيارات التي تتحكم في هذا المجال مستصحبا تحليل الموضوعات والمعلومات من الدراسات السابقة وفي بعض الأحيان الوثائق والوزارات إلي جانب الشبكة العنكبوتية برغم صعوبة الحصول علي المعلومات الكاملة. وقد استنتج الباحث من خلال التحليل أن تمويل التنمية في السودان لم يستند علي أسس تنموية بجانب الالتزام بالتوزيع العادل للمشاريع وإعطاء الأولوية للتي تدر عائد للبلاد والتمويل الخارجي له مخاطرة وخاصة التي تصبحه قيود وشروط. ويجب ان يوجه الصرف الذي ذكر في التمويل الا انه لم تؤثر علي التنمية لعدم توافر الخدمات الاجتماعية ولم تزل الأوضاع الاقتصادية سيئة والمشروعات التنموية في الدولة لم تدعم بالقياس للأرقام التي ذكرت ولذلك لابد من توجيه الصرف والأولوية للمشروعات المهمة مثل توفير الحفائر في كردفان ودارفور وسد الفجوة الغذائية أي دعم برنامج مكافحة الفقر ثم الصحة والتعليم . وتوصل البحث الي اعتبار التنمية الوطنية أنها النهوض الشامل للمجتمع بأسره لما في ذلك تنمية قدرات الإنسان المادية والعقلية وأتاحت اكبر عدد ممكن من الخيارات إمامه بما يسمح بتحقيق طموحاته في شتي المجالات ويساعده علي تحقيق تنمية تنمية حقيقية ويوصي الباحث بضرورة المشاركة والمساهمة في اتخاذ القرارات التي تهمه كمواطن وتكون التنمية شاملة.
