تبسيط الاجراءات في الحكومة الالكترونية تطبيق علي: جمارك منطقة البحر الاحمرالحرة

Abstract

يهخص انبسث تناول البحث تبسيط الإج ا رءات في الحكومة الإلكترونية وذلك من خلال تحميل وتصميم وتنفيذ نظام إيداع وسحب البضائع بمنطقة البحر الأحمر الحرة، والذي ىو عبارة عن تطبيق ويب إلكتروني يقوم بأتمتة )حوسبة( عمميات الإيداع والسحب التي تتم عمى بضائع منطقة البحر الأحمر الحرة والعمل عمى م ا رقبة البضائع منذ وصوليا إلى ميناء التصدير إلي حين وصوليا إلى ميناء الوصول تحت الإش ا رف الجمركي، إيداعيا بمنطقة البحر الأحمر الحرة، ومن ثم سحبيا بعد تخميصيا جمركياً، كما يعمل عمى ضمان التعامل الإلكتروني بين المحطات الجمركية فيما بينيا، والمحطات الجمركية ونقاط الم ا رقبة الجمركية عمى طول الطريق ما بين محطة التصدير ومحطة الوصول )منطقة البحر الاحمر الحرة(، والمحطات الجمركية ومنطقة البحر الأحمر الحرة. استخدم التحميل والتصميم الكائني المنحى في عممية تحميل وتصميم النظام باستخدام لغة النمذجة الموحدة ) UML (، و ) Microsoft SQL Server 2008 ( كنظام لإدارة قواعد البيانات، كما استخدمت لغة البرمجة ) Microsoft Visual C# 4.0 .Net 2010 (، كما استخدمت ( ASP.Net 4.0 2010 ( لتصميم صفحات موقع الويب، بالإضافة إلى ) MVC3 .) النتائج التي خمص إلييا البحث ىي زيادة سرعة عمميتي إيداع وسحب البضائع بمنطقة البحر الأحمر الحرة والتي نأمل أن تمتد لتشمل كافة المناطق الحرة والمستودعات الموجودة بمناطق السودان المختمفة، مقارنة بالنظام الحالي، الذي يتطمب حضور طالب الخدمة )المورد المخمص – – مساعد المخمص(، إلى المكتب أو الإدارة المعنية بالإج ا رء، سواء كانت محطة التصدير أو محطة الوصول أو نقاط الم ا رقبة الجمركية عمى طول الطريق ما بين محطة التصدير ومحطة الوصول. الجدير بالذكر أن تمك المحطات تتوزع عمى مناطق جغ ا رفية متفرقة. بالإضافة إلى الحصول عمى تقارير أكثر دقة وتفصيلا من النظام الحالي، وتسييل عمميات اتخاذ الق ا ر ا رت عمى كافة نوعياتيا ومستوياتيا عن طريق توفير المعمومات الصحيحة والملائمة في الشكل السميم وفي التوقيت الصحيح وبالدقة المطموبة، وتأمين حداثة ودقة المعمومات وذلك لمحد من عمميات التزوير التي يمكن أن تتم عمى المستندات في حال عدم توفر نسخو من البيانات عمى الشبكة. 6 Abstract The research touches the procedures for the electronic government to adopt in order to simplify the system through analyzing and designing the goods deposit and withdraw. The system describes the method of designing in an electronic web application prone to computerized the deposit and withdraws processes-concerning the goods affiliated the red sea free zone. The research describes how to keep an eye on the goods since they reach to exported port till they arrives the arrived port when they have been super visioning by customs, mean while maintaining them deposit within the red sea free zone in order to the withdrawal after being custom. The procedures ensure the electronic tackle either inter custom ports on intra custom points monitoring that lying on the both side of the path all over the red sea free zone. The research sheds the light on the utilization of UML analyzing and designing system. On the other hand, the research uses Microsoft visual C# 4.0 .net 2010 to program the application and asp.net 4.0 2010 to design the web application and the technique MCV3 as a recent technique ever found. The thesis demonstrates the findings and offers that to activate the increase of goods deposit and withdrawal process in the Red Sea Free Zone to cover all over stores and free zones in Sudan other than the currently applied shortcoming system because it requires the attendance of the applicants to the office or the authorized organ either arrival or export points, or even the custom monitoring points through the bath in between, represented in the importer, customer or customer assistant. We can’t lose the sight, that concerning points distributed over different geographical areas in addition to obtain further more accurate and detailed reports than in existing ones. In addition it facilitates the decision making process in all walks of standards and qualities through saving the appropriate and proper information in correct figure, proper timing and required accuracy by generalizing the accuracy the modernity of the information to curb the forgery that involved the master documents if there is no copy from the data on the network.
