Abstract

المستخلص تناول البحث دور السياسة المالية في تطوير صناعة السكر (بالتركيز علي شركة سكر كنانة) تتمثل مشكلة الدراسة في الاجابة علي التساؤلات التالية ما هو أثر السياسات الاقتصادية المالية علي صناعة السكر في السودان وتتفرع منه الاسئلة الفرعية التالية:ما أثر السياسة الاقتصادية المالية علي المقومات الصناعية المتوفرة في السودان ،ما هو أثر السياسة المالية علي صناعة السكر في السودان ، تتمثل أهمية البحث الدراسة إضافة علمية حقيقية لعلم الاقتصاد لإسهامه في إثراء الدراسات التي تناولت هذا الموضوع ،تتمثل في أهمية قطاع السكر في الاقتصاد السوداني ودوره الكبير في زيادة الناتج المحلي الاجماليهدف البحث الي بيان دور السياسة المالية في تطوير قطاع صناعة السكر في السودان ،توضيح مساهمة شركة سكر كنانه في الاقتصاد السودانيأختبر البحث عدد من الفروض منها تساهم السياسة المالية في تطوير قطاع صناعة السكر ، زيادة إنتاج شركة سكر كنانه تؤدي إلي زيادة الناتج المحلي في السودان، يتسخدم في البحث المنهج الوصفي معتمدا علي معلومات كمية في فترة زمنية من 2000 – 2017م.توصل البحث الي عدد من النتائج منها إن السياسات الكلية التي شملتها الدولة والجهود المبذولة لتلبية مناخ الاستثمار في السودان لتلبية إحتياجات السودان النقدي الأجنبي لم تحقق الأهداف المطلوبة،مساهمة مشروع سكر كنانة في تطوير تكنلوجيا صناعة السكر (مشروع سكر كنانة كنموزج)، صناعة السكر في السودان يمكن ان تلعب دورا محوريا في دفع التنمية الريفية والبشرية مع الاحتفاظ بربحيتها وفعاليتها كقطاع إنتاجي متكامل .توصل البحث الي عدد من التوصيات منها التنسيق بين الوزارات الولائية والوزارات الاتحادية عند إصدار التصديقات الاستثمارية وإعداد خريطة والبنية الصناعية ودراسة الموارد وتحديد الأولويات لوضع إستراتيجية متكاملة للاستثمار الصناعي ،إن نموذج مشروع سكر كنانة يعتبر تجربه لايجابيات وسلبيات الاستثمار الأجنبي وعليه يمكن للدولة أن تتحاشى السلبيات وتطور الايجابيات ،على الدولة ان تحسب المنافع والتكاليف حساباً دقيقاً عند إقامة أي مشروع حتى تحصل على اكبر فائدة ممكنة.

In Sudan, the descriptive method is used in the research relying on quantitative information in a period of time from 2000 to 2017.
