التصويت الالكتروني للاستفتاء الاداري لولاية دارفور باستخدام مفاهيم الحكومة الالكترونية

Abstract

تناولت هذة الدراسة اهمية الدور الذى يلعبة التصويت الالكترونى فى الاستفتاءات فى تحقيق مفهوم الديمقراطية فى العملية الانتخابية وارساء دعائم الحكم الرشيد والتعامل بمبدا الشفافية مع المواطنين فى العملية الاستفتائية ، وهدفت هذه الدراسة الى التعرف على مفهوم الحكومة الالكترونية واهمية تطبيقة فى شتى مراحل اجراءات عملية الاستفتاء وادارتها ، كما هدفت الدراسة الى تناول الاثار الاجابية جراء تطبيق مفهوم التصويت الالكترونىفى الاستفتاء والمكتسبات المحققة ووقعها على الدولة .

كما تناول الباحث بالوصف التفصيلى الاجراءات المتبعة لادارة وتسيير عملية الاستفتاء وتم الاعتماد على المنهج العلمى فيما يختص بعلوم الحاسوب وتقانة المعلومات من تحليل وتصميم وتنفيذ فى تحقيق الاهداف المرجوة والمتمثلة فى تحقيق مفهوم الحكم الرشيد وتحقيق الشفافية بين المواطنين وادارة الاستفتاء و الموثوقية لدى المواطنين من نتيجة الاستفتاء و المشاركة فى صنع القرارات السياسية وحكم المواطنين لانفسهم بانفسهم و الاطلاع على القوانين واللوائح والقواعد المنظمة لسير عملية الاستفتاء و تحقيق مبدا الديمقراطية وحرية الراى والاختيار عن طريق اتاحة الفرصة للمواطن فى التصويت للخيار الذى يرغب فية الكترونيا.

Abstract

This study addressed the importance of the role played by electronic voting in referendums in realizing the concept of democracy in the electoral process and lay the foundations for good governance and the handle to the principle of transparency with citizens in Alastfattaiah process, this study aimed to recognize the concept of e-government and the importance of its application in the various stages of the referendum process procedures and management, the study also aimed to address the effects entirely positive, by the application of the concept of voting Alaketronyvy referendum and unrealized gains and their impact on the state. As the researcher detailed description of procedures for the management and conduct of the referendum process has been to rely on the scientific method with regard to computer and information technology from analysis, design and implementation of science in achieving the aspired goals of achieving the concept of good governance and transparency between citizens and the administration of the referendum and reliability among the citizens of the result of the referendum and participation in political decision-making and sentenced to citizens themselves and access to laws and regulations and the rules for the conduct of the referendum and the realization of the principle of democracy and freedom of opinion and the selection process by allowing citizens to vote for the option, which it wants
