This study examines the Gull’ Cooperation Council as it is considered as
one of the important regional blocs at the Arab and lslamic levels. The
study focuses on the integration process amongst the states ol“ the Council
in all economic, security and political aspects and the dilliculties and
challenges facing it. The study also aims at identilying the components ol
this Council and pointing out the outcomes ol“ integration in all lields.
The study also aims at presenting the main dilllicultics that lace the
process of integration with hypotheses that there are several dilliculties
and challenges thathinder integration amongst its states.
The study points out that the main difliculty was represented in the nature
ofthe structure ofthe Council that did not make it an institution over the
states or even a li'amew0rk for elTorts of policy coordination, in addition
to the individual and personal trends ol‘ the ruling lantilies and their
strong uncomprotnising attitude regarding tolerance to give some ol’thcir
sovereignty to the benefit of sovereignty of the Council, in addition to
absence of political participation. lt was obvious that the most remarkable
challenge is the foreign intervention in the Gull‘ region and
internationalisation ofits issues.
The study concludes with many recommendations l'0r overtaking the
dililieulties and lacing the challenges. 'l'he most important one is that
stating the process of how to make the Council an efficient bloc in
political, economic and security aspects through maintaining it as an
institution that stand high over those states and making the ruling regimes
partially compromise some of their sovereignty lbr the bcnelit ol‘ the
Council, promoting ti-eedom and expanding political participation along
with enhancing the Gull‘security option.
