أثر التحولات الإقتصادية العالمية على التنمية والتخطيط الإقتصادي في البلدان النامية

Abstract

المستخلص تناول البحث أثر التخطيط والتنمية الاقتصادية وإنعكاساتها على الدول النامية فى ظل التحولات الاقتصادية العالمية، تمثلت مشكلة البحث فى اتباع وسائل التخطيط والتنظيم فى مواجهة الاحداث والتحولات السياسية والاقتصادية، حيث ما هو النظام الاقتصادي المناسب الذى يمكن تطبيقه فى اقتصاديات الدول النامية لمواكبة الاقتصاديات العالمية، وهل تمتلك الاقتصاديات العالمية آلية التحول التى تؤثر على اقتصاديات الدول النامية؟ أتبع البحث المنهج التاريخي والوصفى التحليلى من خلال استعراض لبعض تجارب التنمية والتخطيط، ووصف تحليل الظاهرة موضوع الدراسة. توصل البحث لعدة نتائج أهمها: إتباع الديمقراطية والقيام بتكتلات أقتصادية واعتماد تخطيط اقتصاد السوق وحرية التبادل التجارى يؤدى لتحقيق فرص التنمية المفقودة فى البلدان النامية. وعدم ربط الدول النامية ما بين العوامل الداخلية والعوامل الخارجية يؤدى لفشل جهود التنمية والتخطيط الاقتصادي فى البلدان النامية. أوصى البحث بضرورة بناء أنظمة سياسية وأقتصادية تتلائم مع النظام العالمى، بالاضافة لتطوير برامج التخطيط الاستراتيجي لتحقيق برامج التنمية المستدامة، وكذلك تطوير السياسات الداخلية فيما يختص بعولمة الانتاج والاستثمار والتجارة الخارجية.

Abstract

The research tackled the effect of planning and economic development and its reflections on developing countries in shade of international economic transformations, problem of the research acted in following of organizing and planning tools in order to face economic and political transformations and events, so what is suitable economic system which can apply in developing countries economics so as to follow the international economic and is the international economies owned the transformation mechanism which influence on developing countries economies?

The research followed the historical and descriptive analytical approach through presentation some of planning and development tests, describe and analyze the study topic phenomenon.

The research achieved to more results as follow:

Following of democracy, building of economic groups, market economic planning and freedom of trade substitute lead to satisfy the missing development opportunities in developing countries. Disconnection of internal and external factors lead to economic planning and development effort fail in developing countries.

The research recommended by necessity of economic and political systems construction so as to be suitable with the global system, in addition to that must develop the strategic planning program to satisfy sustainable development program.

Also the interesting of internal policies development especially in side of external trade, investment and production globalization.
