أثر مشروعات البنيات التحتية علي النشاط الإنتاجي في السودان

Abstract

مستخلص البحث تناولت هذه الدراسة أثر مشروعات البنية التحتية علي النشاط الإنتاجي في السودان بالتركيز علي قطاعي الزراعة والصناعة حيث كانت أهم محاور الدراسة : 1/ ابراز أهمية الدور الذي تلعبه مشروعات البنية التحتية في التنمية . 2/ توضيح طرق وأساليب مشاركة القطاع الخاص في مجال البنات التحتية . 3/ تحليل هيكل الإنتاج في السودان (الإنتاج الزراعي والصناعي) وتحديد مدي الاستفادة مما هو متوافر من موارد الثروة الاقتصادية والبنات التحتية في تشكيل ملامح هذا الإلإنتاج . 4/ تحليل مناخ الاستثمار في السودان لدور القطاع الخاص في النشاط الإنتاجي من ناحية وتفعيل الدور الاستثماري للقطاع الخاص في مشروعات البنية التحتية من ناحية أخرى عبر تطبيق أنظمة البناء والتشغيل وتحويل الملكية . 5/ تحليل أثر البنيات التحتية علي النشاط الإنتاجي والوقوف علي أهم المشاكل التي تعوق مساهمة مشروعات البنية التحتية في الإنتاج في السودان والعمل علي تقديم حلول مستقبلية للنهوض بهذه المشروعات . 6/ وضع أسس يمكن الاسترشاد بها للتطبيق الفاعل والناجح لنظام البناء والتشغيل وإعادة الملكية في السودان . لتغطية هذه المحاور فقد اشتملت الدراسة علي مقدمة وستة فصول يتناول الفصل الأول مفهوم واهمية مشروعات البنية التحتية للتنمية ، بينمت يتناول الفصل الثاني القطاع الخاص والبنيات التحتية ، يشتمل الفصل الثالث علي تحليل هيكل الإنتاج بالسودان ، ويشتمل الفصل الرابع علي تحليل مناخ الاستثمار في السودان لدور القطاع الخاص ، ويتناول الفصل الخامس أثر مشروعات البنية التحتية علي الإنتاج في السودان ، والفصل السادس يتناول تطبيق أنظمة البناء والتشغيل في السودان والرؤية المستقبلية لمشروعات البنية التحتية ثم خاتمة البحث وتشمل اختبار الفرضيات وأهم النتائج والتوصيات . أهم النتائج التي توصلت إليها الدراسة : أ – أهمية مشروعات البنية التحتية للتنمية . ب – القطاع الخاص ذو مساهمة عالية في الاقتصاد السوداني . ج – ضرورة تعديل قوانين وتشريعات الاستثمار في السودان لضمان فاعلية دور القطاع الخاص . د – التجربة الدولية في مجال تطبيق أنظمة البناء والتشغيل وتحويل الملكية للاستفادة من آفاق تطبيقها في السودان ينبغي أن يراعي ظروف وخصائص الاقتصاد السوداني التي تميزه عن الدول الأخرى . Abstract

This study attempts to investigate the impact of infrastrcuture projects on the productive activities especially in agricultureal and industrial sectors in Sudan. Specifically, the study aims at the following :

1\ To throw light on the role of infrastucture projects on development .

2\ investigating the prospects of participation of private sector in the implementation of infrastructure projects .

3\ analyzing the structure of agricultural and industrial production in Sudan to assess the capacity of the economy to utilize existing resources and capital to promote production in these sectors .

4\ abalyzing the investment climate in Sudan to assess how existing conditions are conducive for the participation of the private sector in the execution of infrastructure projects via B.O.T system .

5\ analyzing the obstacles which impact negatively on the contribution of these projects in development in Sudan and suggesting policies to be used to promote the development of infrastructure prpojects in the future in Sudan .

6\ by providing some guidelines, the study aims at explaining how the B.O.T system could be implemented efficiently in Sudan .

This study consists of an introduction and six chapters. Chapter one illustrates the concept and importance of infrastructure projects in development. In chapter two, we investigate the role of private sector in the implementation of infrastructure projects, while in chapter two we analyze the structure of production in Sudan. In chapter four, we attempt to explain how investment climate is key for the private sector to participate effectively in implementing infrastructure projects in Sudan and in chapter five we throw light on the impact of these projects in enhancing productive activities in Sudan. In chapter six, we investigate the use of B.O.T in financing infrastructure projects in Sudan, emphasizing the future viability of implementation of B.O.T system in Sudan. The study concludes with conducting testing hypothesis exercise and frawing some results and recommendations .

The major findings of the study were the following :

1\ Infrastructure projects are crucial for development .

2\ The private sector plays key role in development in Sudan .

3\ The investment laws and regulations should be amended to facilitate the contribution of the private sector in Sudan economy .

4\ To get benefit from international experience in the implementation of B.O.T and adapt it to situation of Sudan economy .
